Evaluates the department and makes recommendations regarding policy or procedural changes as needed. Develops, implements, coordinates and communicates procedures relating to custodial requirements and facility maintenance and responds in a timely fashion to all inquiries and complaints. Implements and administers computerized facility work order and preventive maintenance system. Oversees hiring of personnel within the department through the guidance of Town and/or School Human Resources. SupervisionPlans, assigns and inspects work of staff assigned to the department. Determines staffing needs, aligns functional work areas and assigns responsibilities.
Implements training programs as necessary for maintaining or improving professional and technical qualifications of staff. Leads team in the selection of new employees; appraises, counsels, advises, discipline, and evaluates staff; resolves grievances. Develops and maintains a list of qualified substitutes and schedules as needed. Assists in development and upgrading of job descriptions for staff.SafetyMaintains safety standards in conformance with state and insurance regulations and develops a program of preventative safety as related to the activities of the department.
Oversees compliance with all worker safety regulations including DLA, OSHA, AHERA, and all other relevant laws and regulations.Compliance with StandardsDevelops, implements and schedules effective building inspection, audit, and evaluation plans and programs and maintains appropriate building code and regulatory compliance in coordination with the Inspectional Services and Fire Department. In conjunction with the Town Manager and Superintendent of Schools, establishes and upgrades standards of quality for each aspect of the department and implements adopted standards. Monitor and delegate to the appropriate party any issues with respect to federal and state construction/building requirements, including building codes and the Americans with Disabilities Act as well as construction standards and practices and recommend implementation to the Town Manager and Superintendent. Communicates with staff, in writing and in meetings, those standards and the means by which they will be met.
Monitors the performance of staff to determine compliance with such standards. Maintains all necessary files to document adopted standards including changes and deficiencies.BudgetPrepares and administers the budget for multiple assigned area of responsibility. Manages and tracks expenditures to ensure remaining in budget.TrainingEnsures appropriate training of all maintenance and custodial staff.InventoryPurchases and maintains an inventory of supplies and equipment, including vehicles. Coordinates purchasing to take full advantage of cost savings through bulk purchasing.Equipmentmaintains control over all equipment and vehicles of the department including proper and authorized use. Assesses equipment needs, evaluates pricing, and makes recommendations for replacement or major repairs.RecordsKeeps records for the department as needed or required. Ensures cleanliness/safety of schools and ensures proper coverage. Co-Supervises School Custodial staff with the Principals. Communicates and works with building directors/principals to determine that cleaning and minor maintenance needs of buildings are being met. Maintains checklists of work to be performed and notes deficiencies or non-compliance with standards established.
Coordinates with building administrators for summer maintenance and similar periods for performing deep cleaning and repairs in school buildings.MAINTENANCE MANAGEMENT-Oversees maintenance program to include in-house staff and contracted services. Monitors and assigns work orders through the work order system. Directs and coordinates assigned work and oversees procurement of needed parts/supplies. Determines capability of inhouse staff verses contracted services.
Assist town staff in submitting work orders as needed. PREVENTATIVE MAINTENANCEImplements/maintains regular predictive and preventive maintenance programs that comply with accepted industry standards and local, state and federal laws and regulations. Ensures preventative maintenance work orders are regularly generated/performed.CONTRACTOR MANAGEMENT-Determines when work is beyond in-house capability/staffing. Determines qualifications of contractors for contracting with the Town.
Evaluates insurance and bond coverages for compliance with district or contract requirements with the purchasing department.Monitors construction activities, including periodic site visits and sample testing as needed, to determine compliance with contract plans and specifications and provides notices of non-compliance or sub-standard performance. Negotiates change orders and recommends payment requests for approval. Provides oversight and coordination of subcontractors and temporary construction workers for those projects in which the district acts as general contractor or for small scale projects that dont require a general contractor.On-Call Contractors-Develops on-call contractor specifications and works with the purchasing department to gain town contractors for up to 3-years. Contractors must be qualified to do emergency repairs as well as regular maintenance needs if/when beyond in-house scope.

Contracts include but are not limited to pest control, elevator maintenance, generator maintenance, fire extinguisher inspections, security alarm systems, fire alarm systems, and fire sprinkler systems.Maintenance Contractors-Develops scope of work for contractors to perform maintenance work needed that is outside of the other contracted work listed above.

Develops scope for work not requiring bid but still needed for the competitive process.ENERGY MANAGEMENT/UTILITY SERVICESOversees the Town Energy Management program and Energy coordinator. Manages and coordinates utility services to all buildings including identifying opportunities for and promoting energy management, cost containment, and usage reduction strategies.CAPITAL PROJECTSDevelops long-range capital plan for municipal and school buildings. Determines that construction contract forms, specifications, and plans are complete and accurate.
Plans and schedules approved projects. Communicates and works with architects, engineers, and contractors for the design and execution of projects. Maintains all project files including shop, field and as-built drawings for permanent storage and retrieval. Maintains a professional and personal independence with respect to such third parties to avoid conflicts of interest, both in fact and in appearance.
Serves as liaison with governmental agencies and the public in all aspects of construction.ASBESTOS DESIGNATED PERSON-Acts as the schools asbestos designated person. Oversees all Asbestos Hazard Emergency Response Act (AHERA) actions. Ensures all laws/policies are followed and monitored accordingly. Acts quickly during any emergency action.BUILDING FOR THE FUTURE-Key member of the building committee to help shape the design and construction of any new schools or municipality buildings.OTHER-Performs other functions as determined by the Town Manager, Superintendent of Schools, or their designee(s).QUALIFICATIONS: Education / Experience Any combination of education and experience that would provide the required skill and knowledge for successful performance would be qualifying.
However, applicants must meet the following minimum qualifications Minimum of a two year college or technical degree from an accredited institution with Bachelors degree preferred. Successful experience in construction or facilities management or supervision totaling five (5) years within the preceding ten- year period.Knowledge of federal and state building construction requirements including building codes, OSHA requirements, and Americans with Disabilities Act.Knowledge of building and utility construction and maintenance industry practices and standards including procedures and materials.Knowledge of custodial procedures and best practices for commercial, municipal buildings.
