Essential Duties and Responsibilities:
· Commitment: Commit to the vision and mission of Community Progress Council and Head Start of York County.
· Management: Establish and manage a list of qualified vendors for regular and emergency services. Oversee the maintenance cycle for equipment, buildings, and grounds. Coordinate contract cleaning and utility services.
· Procurement: Ensure high-quality products and services by utilizing the vendor list. Obtain approvals and bids before assigning work, process invoices, and maintain budgetary control. Monitor and maintain equipment warranties.
· Personnel Management: Provide guidance, coaching, and training to direct reports. Hire and manage contractors for tasks beyond the scope of internal staff. Address performance issues effectively.
· Lease Management: Review property lease agreements, maintain records, negotiate renewals, and build relationships with landlords. Act as the primary contact for lease-related matters.
· Compliance: Develop and maintain relationships with municipalities. Ensure compliance with funder and municipal requirements.
· Project Management: Develop and prioritize facility projects. Schedule and oversee projects, ensuring compliance with Davis Bacon requirements. Communicate project details and progress to leadership and staff.
· Open and Close Procedures: Develop and implement procedures to ensure the safety and security of occupants.
· Security: Ensure systems and technology are in place and functioning to address safety and security risks.
· Emergency Planning: Review and update emergency plans annually. Schedule, perform, record, and report evacuation drills to the Safety Committee.

Requirements
Qualifications:
· Bachelor’s degree in management or related field or equivalent industry experience.
· Demonstrated experience in construction and/or property management.
· Transportation and fleet management experience preferred.
· Fiscal management with success in procurement and experience working with a variety of contractors and vendors.
· Familiarity with and understanding of contract and industry terms and conditions.
· Strong customer service skills.
· Ability to read, write, and comprehend simple instructions, short correspondence, and memos in English required. Bilingual Spanish, Haitian-Creole, or Arabic highly desired. Bilingual skills preferred.
· Reliable transportation and a valid PA driver’s license required.
· Ability to be reached by phone in a timely manner.
· Flexible work schedule required.
· Ability to respond to change in a productive manner and handle other tasks as priorities shift.
