Description
The Director, Workforce is responsible for cultivating strategic partnerships with employers and community organizations, with a strong emphasis on workforce development and specialized contract training. This role involves the design, coordination, and delivery of customized training programs in collaboration with external clients, primarily businesses, or agencies ensuring alignment with their specific employment and skill development needs.
In addition, the Director plays a key role in advancing community engagement by building and maintaining effective relationships with local Chambers of Commerce, civic and governmental entities, and other stakeholders. These efforts support increased awareness of the College's contributions and presence within the community.
The Director also oversees the development, promotion, and implementation of non-credit training programs tailored to the workforce demands of the local and regional economy. This includes responsibility for all associated programs, operations, and facilities within the Workforce Department. The position ensures adherence to College policies and procedures, as well as compliance with applicable federal and state regulations, while fostering collaborative and productive relationships both within the College and throughout the broader community.

Essential Functions & Responsibilities
Reaches out to local business and community organizations to understand local workforce needs.
Identifies the most critical needs; design and deliver targeted contract training offerings to address those needs. These can be contract training or open enrollment offerings.
Develops, markets, and administers non-credit programming for the College. This includes recruiting faculty from among local experts in the field.
Works with state and local entities on submission and administration of grants.
Experience
Budget Impact: Administers and manages the Workforce department budget, in accordance with Clark State College policies and in compliance with requirements and regulations of the government.
Demonstrated excellence in organizational and customer service skills.
Extensive experience in business and industry, academic programming, and adult education techniques.
Strong understanding of effective fiscal management and project oversight.
Advanced management skills, including: Knowledge of post-secondary education systems and operations, ability to identify and resolve complex issues, competence in both long-term and short-term strategic planning, skill in interpreting and implementing institutional policies and procedures, capacity to communicate complex issues clearly.
Effective interpersonal and leadership abilities, including: proven capability to lead teams of faculty, staff, and students, ability to delegate responsibilities and promote accountability with confidence and respect, sensitivity to the needs of faculty, staff, students, and other College stakeholders, strong representation of the College in community and professional settings, commitment to inclusive, participatory decision-making processes.
Proven ability to build and sustain productive working relationships with a wide range of internal and external stakeholders.
Understanding of pre-college coursework and readiness strategies to support student success.
Familiarity with various instructional delivery modes, including: Traditional classroom instruction, non-traditional teaching formats, internet-based and online learning environments.
Excellent negotiation and sales skills to support program development, client engagement, and workforce training initiatives.
Physical Requirements
The work requires moderate physical exertion such as long periods of standing, repetitively lifting lightweight objects with frequent bending or stooping, recurring lifting of moderately heavy items such as computer, printers or record boxes. Occasionally lifts heavy objects (over 50 pounds). Job requires average agility and dexterity.
Work Environment
Occasional exposure to objectionable conditions or variations such as those found in variable weather conditions or light industrial settings.
Collaborates with industry sector advisory boards to jointly develop curriculum.
Builds relationships with other local educational institutions to provide a comprehensive approach to workforce development. These can include K-12, vocational, and other local institutions of higher learning.
Seeks and acquires external funding to maximize profit center concept.
Works with state and local entities on submission and administration of grants.

Two years to five years of similar or related experience. Supervisory experience preferred.
Education
A Bachelor's degree.
