Purpose of the Position: To provide leadership and executive management to a cohort of SCO programs that serve clients with developmental disabilities. To serve as a member of the SCO Administrative Council to advance the mission of SCO through sustained, high-quality, effective programs and planned growth.

Reports To: Vice President of Services for People with Developmental Disabilities

Supervises: Selected Program Directors and support personnel

Responsibilities:

  • Leads and supervises the portfolio for people with developmental disabilities, which includes program directors and support personnel, and supports their work to achieve annual goals and agreed-upon results.
  • Hires and terminates assigned Directors/ /Supervisors/frontline staff, as appropriate, in consultation with and with the approval of the Vice President and HR
  • Provides leadership and vision for their designated program areas in accordance with the SCO mission and vision
  • Collaborate with the Vice President to develop a vision specifically for the designated program areas that supports the SCO mission and vision
  • Collaborates with the Vice President on Requests for Proposal (including writing, organizing data, and other components to secure funding)
  • Develops and monitors budgets with the designated Financial Director for all program areas and reports areas of strength or improvement to the Vice President and Chief Program Officer
  • Lead the coordination of the OPWDD Plan of Corrective Action (POCA) process in partnership with the Performance and Quality Improvement (PQI) department.
  • Ensure timely development, submission, and implementation of corrective actions in response to regulatory findings, while maintaining compliance with OPWDD, DOH, and CMS standards and supporting continuous quality improvement across programs.
  • Develops and monitors continuous quality improvement (CQI) and key performance indicators (KPIs) with the designated quality director for all program areas and reports areas of strength or improvement to the vice president and chief program officer.
  • Develops and monitors staff professional development efforts and work-related needs with the Center for Professional Development and Human Resources, with oversight from the Vice President.
  • Work with the Vice President to ensure each program area census remains within budgetary requirements.
  • Assist the program directors with the intake and eligibility process for all OPWDD services, coordinating with internal departments and external stakeholders to support new and expanding residential and community programs.
  • Provide operational oversight of residential and day services, and applicant tracking systems, ensure regulatory compliance, and support staff training on OPWDD processes, including the Front Door and HCBS Waiver programs.
  • Provide guidance and leadership to Program Directors on all aspects of program development by preparing and submitting required regulatory documentation, including the Certificate of Need (CON-1), Padavan Process, OPWDD Request for Services, and Prior Property Approval (PPA).
  • Partner with Residential Program Directors to ensure full compliance with OPWDD/SED standards and readiness for pre-opening surveys and daily survey audits by OPWDD/ DOH.
  • Works with the Vice President to monitor all incidents and crises within the program area and with the Quality Improvement department to ensure that safety plans and corrective actions are in place and that the appropriate stakeholders (SCR, Justice Center, etc.) are notified.
  • Participates in regular check-ins and leadership meetings with the Vice President and Chief Program Officer.
  • Participates and regularly attends, as a member of the Administrative Council, and collaborates with members of the Administrative Council related to program and strategic planning to advance the agency’s vision, mission, and goals.
  • Interfaces with internal and external stakeholders through direct contact, meetings, and workgroups.
  • Works with the Vice President as an advocate with staff on the Executive Cabinet and the Executive Council for program fundraising and support from stakeholders regarding program area issues impacting the population related to the social determinants of health.
  • A spokesperson, in collaboration with a Cabinet member, when appropriate, related to program funding needs with City, State, and Private funders
  • Approves all program expenditures for up to $3,000
  • Serve as the back-up for the Vice President of the portfolio when deemed appropriate
  • All other duties as deemed necessary, outlined by the Vice President

The scope of Responsibility: To provide leadership and executive management to a cohort of individuals with intellectual developmental disabilities in residential community programs. To oversee the overall execution of person-centered initiatives to support the transitions of individuals through the OPWDD systems and function as a productive member of society, through the following program portfolio:

  • Intermediate Care Facilities (ICF’s)
  • Community Residential Program (CRP)
  • Individual Residential Alternatives (IRA’s)
  • 853 School
  • The Christopher School Bronx
  • Family Care Program
  • Community Habilitation Program
  • Day Habilitation Program
  • Drop-In Center
  • Individual Support Services- (apartment program)
  • Behavioral Intervention Services

The Divisional Director, in sum, is responsible for:

  • Successfully managing the program portfolio to exceed agreed-upon goals with an agreed-upon budget
  • Collaborate with the Vice President, other Administrative Council representatives, and Cabinet members to lead SCO in a way that achieves the mission and consistently grows the impact of SCO for those served.
  • Collaborate when appropriate with internal and external stakeholders in advocacy, resource development, and other initiatives that advance the impact of SCO
  • Serve as the back-up for the existing Vice President when appropriate
  • Participation in ongoing agency Diversity, Equity and Anti-Racism initiatives

Qualifications: 5 or more years of progressively responsible management experience of human services programs with a demonstrated record of achievement. Bachelor’s degree in administrative, social work, or another related field. Masters preferred.

Relationship with Others: As part of the Administrative Council at SCO and a leader of the Services for People with Developmental Disabilities portfolio, the Divisional Director always demonstrates through behaviors and actions her/his or pronouns used commitment to the mission and values of SCO and the success of the entire SCO Family of Services. The Divisional Director encourages the highest standards of service and collaboration in their assigned areas and in their dealings with the members of staff, the Executive Council, and the Executive Cabinet.

Also, the Divisional Director and those under their supervision need to demonstrate the following characteristics consistently:

  • Strong sensitivity to cultural differences present among staff and clients within our organization
  • A strong belief in people’s ability to grow and change; forge a mutually respectful partnership with persons served and their families
  • An ability to set limits and maintain helping role of the practitioner and to intervene appropriately

Working Conditions: Office environment; requires travel to various program locations; on call 24/7.
