GENERAL DESCRIPTION: Perform highly advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning for the Finance division. Plan, organize and provide administrative management for all financial accounting, budgeting, and reporting, including: general ledger, accounts payable, payroll, annual financial reports, cash processing, fixed assets, legislative appropriations requests, operating budgets, grants, and reconciliations. Plans, assigns, and supervises the work of others. Work under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:
- Direct program activities within the Finance division including accounting, budgeting, processing and approval of claims, preparation of payrolls, handling of cash receipts and disbursements, and the preparation of financial reports and budget requests.
- Oversee and/or develop, establish, and implement goals and objectives that are consistent with and support overall agency strategies; plan, develop, and approve schedules, priorities, and standards for achieving goals; and develop and implement techniques for evaluating program activities.
- Oversee and/or plan, develop, implement, coordinate, monitor, and evaluate policies and procedures.
- Coordinate with various divisions, agencies and committees in the development of and management of DPS budgets, appropriations, methods of financing departmental activities.
- Formulate and revise policies regarding the use of operating funds. Identify the need to revise program areas.
- Direct the recording and depositing of all revenue collected by the Department, ensuring that the money is cleared to the proper funds as required by statutes
- Direct the allocations of state and federal funds to agency operating programs; develop suitable plans for validating and matching the various federal and other grant funds used in financing Department operations.
- Establish, install and direct the maintenance of efficient accounting systems for controlling, recording and reporting the transactions in the various operating funds.
- Interpret provisions of Appropriations Bill, formulate spending policies and direct activities in compliance with Appropriations Bill.
- Serve as consultant in financial aspects of program planning for the Public Safety Commission.
- Represent the agency at business meetings, hearings, trials, legislative sessions, conferences, and seminars or on boards, panels, and committees.
- Plan, assign, and supervise the work of others.
- Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
- Perform other duties as assigned.
GENERAL QUALIFICATIONS and REQUIREMENTS:
Education - Bachelor's degree from an accredited college or university with a major in Accounting, Finance, Business Administration or a related field is required.
Experience – Minimum of ten (10) years of progressive state government experience performing complex financial leadership and management duties including preparation of annual financial reports, federal/grant reports, fiscal notes and legislative appropriation requests.
Licensure and/or Certification - Must possess a valid driver license and automobile insurance.
Regulatory Knowledge - Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State, and Federal regulations, legislation, guidelines, policies and procedures. Extensive knowledge of finance administration, budget control and fiscal accounting. Thorough knowledge of state and federal laws and audit requirements pertaining to public funds, governmental finance, and conceptual utilization of electronic accounting equipment in financial and accounting functions.
Supervisory/Managerial Skills - Knowledge of management and supervisory methods and principles, and of developing performance and productivity standards. Ability to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Knowledge of the development, preparation, fiscal management, and control required to administer a program budget. Ability to interview, supervise, schedule, and evaluate work of others; and to provide effective coaching and leadership. Demonstrated skill in using logic and reasoning to identify strengths and weaknesses of solutions, conclusions, and/or approaches to problems. Ability to plan, organize and direct finance programs.
Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.
Interpersonal Skills – Must exercise excellent interpersonal skills – position continually requires demonstrated poise, tact, diplomacy, and an ability to establish and maintain effective working/professional relationships with internal and external customers.
Presentation/Communication skills – Must be able to effectively communicate and present information and/or training to individuals and diverse small or large groups. Must be able to produce clear, concise, and professional documents, reports, and presentations. Significant experience with legislature session and board meeting including testifying before legislative committees and board members.
Organizational and Prioritization Skills - Must be organized, flexible, and able to prioritize in a multi-demand and constantly changing environment. Demonstrated ability to meet multiple and sometimes conflicting deadlines without sacrificing accuracy or timelines; ability to work independently; and to understand and effectively apply complex oral and written instructions and procedures.
Technology (computers/hardware/software/operating systems) – Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.
Travel and/or Schedule – Availability for after-hour and weekend work is required.
