GENERAL DESCRIPTION: Performs highly complex (senior-level) computer programming work. Work involves coordinating programming projects, analyzing proposed computer applications, and providing technical programming assistance. Develop complex applications requiring excellent analytical and problem-solving skills using the Software Development Life Cycle (SDLC) processes including Agile. Drive development process from concept and design, as well as providing deliverables. Responsible for identifying, prioritizing, and tracking issues through resolution. Will assist senior and lead developers in following development standards. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES: 

1.     Develop complex code using best practices and ensure the design and implementation fit within the system and requirements, ensuring performance measures are met.

2.     Participate in peer code reviews and offer suggestions to improve code or correct potential design, functional, or performance issues.

3.     Assist with Quality Assurance, User Acceptance Testing, performance and automation testing.

4.     Discover, diagnose, document and correct production related issues.

5.     Document system flow and processes.

6.     Participate in meetings with both technical and non-technical personnel.

7.     Work on several projects, production issues and day to day operations at the same time.

8.     Train and mentor junior developers in development methodology, software development lifecycle and establish business processes.

9.     Work closely with all project team members (including project managers, developers, testers and business partners).

10.  Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies. 

11.  Perform other duties as assigned.

 

Qualifications

 

GENERAL QUALIFICATIONS and REQUIREMENTS:  

Education – Graduation from an accredited four-year college or university with a bachelor’s degree with Major or coursework emphasis in (STEM) Science, Technology, Engineering, and Mathematics or a related field is required.

Experience – Minimum of three (3) years’ work experience performing designing, developing, and deploying software; including five years configuring, integrating, and deploying multi-tiered applications. Including one (1) year SQL experience, and one (1) year experience in a structured Software Development Life Cycle (SDLC). 
Substitution Note:  Additional work experience of the type described, or other related education may be substituted for one another on a year-for-year basis.

Licensure and/or Certification – Must possess a valid driver license from state of residence.

Regulatory knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.  

Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.

Organizational and Prioritization Skills – Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.

Presentation/Communication Skills – Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals.

Research and Comprehension – Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner.
Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

Technology (computers/hardware/software/operating systems) – Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems.  Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).  
•    Considerable knowledge of the (SDLC) Software Development Life Cycle and multiple software methodologies, i.e. Waterfall and AGILE.
•    Considerable knowledge of development practices for designing, developing (coding), and implementing applications for complex business solutions. 
•    Considerable skill in designing programs and systems logic for coding, testing and correcting errors in computer programs.
•    Considerable knowledge of maintaining, configuring, and administration of automated build and deploy tools.

Travel and/or Schedule – Availability for after-hours, weekends, and emergency work may be required as needed. Travel (in city, and surrounding areas) as needed.

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change. 

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary. 

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
