As the Early Learning Systems Engagement Supervisor of the Preschool & Early Learning Division (PEL) in the
Department of County Human Services
(DCHS), you will actively champion racial justice and equity within early childhood programs and systems at Multnomah County and in the community. You will supervise a team and develop strong systems and supports so that Preschool for All providers and community partners can create inclusive programs and systems where all children can thrive and remain in their preschool placements.
You will utilize the community framework and vision for
Preschool for All
as a foundation for policy development, program planning, and implementation strategies. You will cultivate and nurture partnerships with preschool providers, Multnomah Early Childhood Program, community based organizations, Child Care Resources & Referral, the Behavioral Health Division in the Multnomah County Health Department, the Oregon Department of Early Learning & Care, and other early childhood system organizations. Your leadership and demonstrated commitment to racial justice will support PEL within DCHS and will guide the system engagement policies and partnerships.
Primary responsibilities include:
  • Develop, implement and oversee quality management and change management plans and systems
  • Develop and maintain strategic partnerships with key stakeholders to support the preschool initiative
  • Support the planning and development of a mixed-delivery system of independently run preschool programs across Multnomah County
  • Build relationships and lead day-to-day operations and ongoing management of supports for PFA system partners such as the Child Care Resource and Referral, Multnomah Education Service District, and the Multnomah Early Childhood Program
  • Identify gaps and opportunities to strengthen PFA partnerships and work
  • Project manage systems engagement efforts
  • Make connections across other early learning efforts in the state and county
  • Develop and implement program and system policies and procedures that promote racial equity internally and externally
  • Establish and manage tracking systems, regular communication, and meeting structures to ensure that PFA system partners receive clear guidance and consistent communication
  • Develop and manage clear procedures and processes for staff, partners, and providers, including contract monitoring
  • Anticipate future challenges and questions and work to collaboratively and proactively prevent or address them
  • Work closely with the Policy and Partnerships Team and the entire Preschool and Early Learning Division to assist in creating consistency across coaching, family supports, provider communication, educator professional development, equity, community systems engagement, work force development efforts, contracting, and other key areas of Division work
  • Ensure responsive communication PFA systems partners on ideas and/or concerns. Build trust through timely follow-up, openness to feedback and new ideas, and offering closure or next steps whenever possible
  • Keep the Policy & Partnerships Manager and other relevant Division staff and leadership informed of implementation challenges, questions, and successes in a proactive and productive way
  • Support the recruitment and selection of new PFA systems partners and Preschool for All providers
  • Conceptualize, define, and develop partnerships and projects to create innovative or more effective services and supports for providers, children, and families
  • Develop, implement and oversee quality initiatives and change management plans for the Preschool for All system that are deeply informed by the feedback of Black, Indigenous, and People of Color who interact with the division and the participating preschool programs

Key Knowledge & Experience:
  • Advanced knowledge of early childhood systems, early care and education, and preschool quality
  • Knowledge and understanding of cultures, customs and social experiences of communities experiencing marginalization and barriers to opportunity, especially for Black and Indigenous child care providers and families, and families and providers of color
  • Advanced knowledge of developmentally appropriate practices in the context of culturally affirming and culturally specific early childhood services and/or early learning experiences
  • Experience using knowledge and understanding of institutional racism and systemic oppression to build and/or change processes, policies, and/or procedures
  • Experience using a participatory management style to promote teamwork and a "learning" work environment for employees
  • Experience in supervising and leading diverse teams
  • Experience in leading complex projects, programs, and/or initiatives
  • Advanced written and oral communication skills
  • Experience working with diverse communities
  • Ability to easily adapt to changing priorities and to demonstrate close attention to details
  • Comfort with change

Minimum Qualifications/Transferable Skills:
  • Ability to promote a culture of respect, inclusiveness, and appreciation of diverse perspectives, backgrounds, and values
  • Bachelor's degree or equivalent practical experience
  • Five (5) years of experience in early childhood education (children ages 0-5 years of age)
  • Five (5) years of increasingly responsible program management experience including supervision
  • Five (5) years of experience working with early learning systems partners, culturally specific organizations and community based organizations
  • Must have a valid driver's license
  • Must pass a criminal background check
Required Knowledge, Skills, & Abilities (KSAs):
  • Advanced knowledge of early childhood education settings, systems, and structures, including early childhood intervention.
  • Advance knowledge and experience in creating, coordinating, and overseeing budget and contracts with systems partners
  • Advanced knowledge of best practices in early childhood education and preschool quality, including instructional and inclusion practices
  • Advanced ability to identify and address personal biases.
  • Advanced knowledge and skill in advancing racial justice, understanding how systems of oppression intersect, and applying an equity lens in policy and programming processes.
