This position is the Louisiana Department of Transportation and Development expert responsible for implementation and integration of the Headlight System. Being a staff specialist requires comprehensive knowledge gained through experience, in order to serve as technical expert and advisor to the Office of Engineering, Construction and Materials Division, and District Operations in the areas of statewide technology utilization for field inspection. The primary program used is Headlight. The expertise required for this position includes guidance for the utilization of Headlight input systems, providing technical direction to all construction employees, program revisions, and system wide training with an overall knowledge of construction project management, materials sampling and testing, and District operations. The incumbent may also be required to travel nationally and participate remotely on Headlight task groups as a representative of Louisiana. The incumbent is also responsible for setting goals, priorities, and work plans for the continuing support and enhancement to the system. The incumbent will also assist in training and effective administration of the program.
Supplemental Qualification: Three years of sub-professional level engineering experience working with project level construction tracking workflow software and/or sample tracking workflow software.
Minimum Qualifications
SUBSTITUTIONS:
Six months of experience in sub-professional engineering, heavy mobile equipment operation, or mobile equipment maintenance will substitute for the high school diploma or GED.
College training will substitute for a maximum of four years of the required experience on the basis of thirty semester hours for one year of experience, provided that six semester hours of each thirty are in one of these specialized fields: architecture, cartography, chemistry, construction management, construction technology, drafting, engineering, engineering graphics, engineering technology, geography, geology, industrial technology, landscape architecture, math or physics. All specialized coursework must be in the same specialized field. A combination of coursework from different fields will not be accepted.
Full time training in sub-professional engineering from a trade school or technical institute will substitute for the required experience on a month for month basis for a maximum of one year of experience.
Completion of a two year course of study in a sub-professional engineering curriculum from a trade school or technical institute will substitute for two years of the required experience.
A baccalaureate degree in engineering, engineering technology, construction management or construction technology will substitute for all of the required experience.
Possession of an engineer intern certificate will substitute for all of the required experience.
SUPPLEMENTAL QUALIFICATION REQUIREMENTS:
Because these positions require specialized areas of knowledge, supplemental qualification requirements are established for each position.

Job Duties and Other Information
Job Duties:
- Provides continuing support, management, and technical expertise to the Office of Engineering, the Construction and Materials Division, District Operations, and DOTD external business partners in best practices for project documentation needs through the utilization of the Headlight software.
- Reviews and responds to information requests regarding Headlight, recommends the most efficient and effective method of accomplishment and execution.
- Evaluates the effectiveness and makes recommendations to the Automation Manager and System Engineer for the Headlight software through duties and tasks are prioritized by workload, which may include template populations, verifying computations and functions, template layout modifications, side-by-side user observations, and stress testing the application.
- Coordinates, communicates, and collaborates with DOTD management concerning e-Construction. Serves as a member of the statewide e-Construction team and offers technical expertise as other modules are implemented or enhanced.
- Assists with documentation from technical meetings and user tests and compiles weekly reports for the Automation Manager.
- Coordinates with the automation group to minimize duplication of effort and ensure that overall departmental goals are met.

Position-Specific Details:
