Summary:

Implement and manage the project safety program and quality control program per contract specifications.

Requirements:

• Participate in the planning and preparation of the project safety for all work activities.
• Be onsite during construction activities to serve as a safety subject matter expert.
• Conduct daily safety briefings and participate in morning stretches.
• Prepare for and conduct weekly safety meetings on relevant topics.
• Prepare Activity Hazard Analysis (AHA) for review during preparatory meetings with crews and subcontractors as well as daily RED Book Reviews (daily AHA’s).
• Assess the site-specific safety training needs and conduct site safety training.
• Conduct regular, daily safety inspections of construction areas.
• Identify, document, and recommend resolutions of hazardous/potentially hazardous conditions and follow through to ensure corrections are made.
• Investigate personal injury and property damage accidents.
• Compile data, photographs, etc.; prepare all pertinent forms and reports per Accident Prevention Plan (APP) procedures and federal, state, local client regulations.
• Conduct various industrial hygiene sampling including multi gas detection, heat, air quality, and/or noise monitoring to ensure safe working conditions.
• Issue various permits such as burn permits, dig permits, confined space, Lock Out/Tag Out, as required.
• Assist in conducting employee/craft and Governmental inspectors on walk through tours. May accompany federal, state, or local jurisdiction inspectors on walk through tours.
• Assist in emergency response as required.
• Assist in maintaining all safety systems and equipment, including but not limited to fall protection, fire protection, rigging, shoring, first aid kits, gas detectors, lock/out/tag out and other safety tools/equipment.
• Work closely with the Project Superintendent and Project Manager coordinating quality with production.
• Conduct Preparatory meetings and Initial inspections on all definable features of work.
• Conduct and keep minutes of the QC/Production Meeting.
• Observe and monitor daily field activities for compliance with the plans and specifications. Perform field testing as required.
• Develop and maintain QC project files.
• Perform QC review and approve subcontractor submittals prior to transmitting to the Owner.
• Maintain the Submittal Register.
• Write RFIs in coordination with Project Supt. and Project Manager.
• Develop and maintain the Testing Plan and Log. Schedule testing and special inspections.
• Schedule and manage QC Specialists and testing labs, verify work done by others.
• Keep a Rework list of work that does not comply with the contract requirements.
• Prepare punch lists and perform pre-final and final inspections; ensure punch list completion.
• Maintain As-Built drawings.
• Perform additional assignments per supervisor’s direction.

Skills, Knowledge, Qualifications & Experience:

Educational and experience requirements include:

• A minimum of 2 similar projects in transmission & distribution and substation in the last 5 years is required. Experience and training, as described in the next two bullets, may be considered by the customer for the minimum qualification of 2 similar projects in the last 5 years.
• Electrical experience requirements include electrical transmission and distribution construction, including but not limited to, tower foundations, tower erection, high voltage aerial conductor, conductor splicing, insulators, grounding, lightning protection, transmission substations, transformers, switchgear, conductor lugs & terminations, underground duct banks, and grounding grids preferred.
• Experience and/or training in the National Electrical Code (NEC), OSHA 1910.269 Electric Power Generation, Transmission and Distribution, 29 CFR 1926 OSHA Construction Regulations & Standards, NFPA 70E Qualified Person.
• Civil experience requirements include excavation/shoring, confined space, and traffic control.
• Ability to review and apply project specific federal, state, local, and company regulations. Thorough understanding of environmental regulations, including but not limited to SWPP & HAZMAT.
• Familiarity with Federal OSHA regulations and EM-385 regulations.
• Ability to recognize hazardous situations & recommend corrective measures essential.
• Good interpersonal and communication skills are also required, including the ability to work as a member of a team.
• Communication and computer skills required.
• A college degree in Safety and Health is preferred.
• Four-year occupational safety/health degree or equivalent combinations of technical training and/or industrial related safety experience including 5-10 years of construction safety experience with formal training is preferred.

• Quality Control experience requirements include electrical transmission and distribution construction, including but not limited to, tower foundations, tower erection, high voltage aerial conductor, conductor splicing, insulators, grounding, lightning protection, transmission substations, transformers, switchgear, conductor lugs & terminations, underground duct banks, and grounding grids preferred.
• Computer skills to include Microsoft Office programs and Bluebeam or Adobe.

• Excellent organizational, supervisory and decision making/problem solving skills are essential.
• Current USACE/NAVFAC CQM certification is preferred.
• Experience with USACE, NAVFAC, and DoD construction contracts is preferred.
• Bachelor’s degree from an accredited college or university in engineering or construction management is preferred.
• Licensed Professional Engineer (PE) is preferred.

Work Environment:

• Work is performed throughout the construction site, typically based in a construction trailer.
• This role routinely uses standard office equipment such as computers, phones, photocopiers, and filing cabinets.

Physical Requirements:

• Must be able to access and navigate all areas of the construction site in all types of weather.
• Prolonged periods of standing and working outside.
• Prolonged periods of sitting.
• Must be able to lift to 40 pounds at times.

Position Type and Expected Hours of Work

• This is a full-time, overtime exempt position. Days and hours of work will depend on the production schedule.
• This ESH&Q, role is in Los Alamos, New Mexico with an expected duration of 3 years.
• Travel opportunities are typically available to other projects after successful completion of the subject project. Typical projects are 1 -3 years in duration in locations both domestic and international.
• Between projects, the QCM may be assigned shorter term to one of the Nova offices, to another project, or remote from a home base for project support work as required.
• This position requires U.S. work authorization.

Salary Range:

$120K to $150K depending on experience, plus subsistence, auto allowance, benefit package, paid holidays, PTO (Paid Time off) and sick leave.
