We are seeking a team member that is motivated to work together with Clallam Bay Corrections Center (CBCC) staff and executive leadership team. As a Correctional Program Manager (CPM) you will play a crucial role in our facility by partnering in the development of solutions that bring success and unity in our efforts to support our staff, safely operate our facility and improve public safety by positively changing lives. In this position you will provide leadership to program and unit staff and also partner with staff throughout the facility in combined efforts to successfully and safely operate living units as well as new and ongoing programs at CBCC.
Clallam Bay Corrections Center is a 900-bed male correctional facility located on the point of the Olympic Peninsula. It is 50 miles west of Port Angeles and looks out over the Strait of Juan de Fuca at Vancouver Island. This facility houses medium and close custody incarcerated individuals. CBCC also operates a Restricted Housing Unit.

Duties
Primary responsibilities include:
- Support effective communications throughout the organization.
- Maintain the highest standards of personal/professional and ethical conduct and support the state's goals for a diverse workforce.
- Respect and protect privileged information accessible through the course of official duties.
Supervise and be a resource for the unit supervisors and staff.
- Ensure timely completion of investigations.
- Completes timely and quality performance plans and evaluations for staff supervised.
- Maintains a thorough knowledge of the Collective Bargaining Agreement (CBA) and ensure policies and procedures comply with the CBA
- Develops and monitors appropriate staffing levels as well as the training, monitoring and personal actions for these staff. Meet regularly with each supervisor to set and clarify expectations, provide feedback and coaching.
Development and monitoring of the incarcerated individual classification process for four living units, one maximum unit. This position is also responsible for the oversight of security processes for these units.
- Manages capacity management and all classification procedures and Facility Risk Management Team activities: including decisions concerning incarcerated individuals’ suitability for the institution and transfers. Reviews and monitors incarcerated job referrals, classification plans, restoration pathway, separation and prohibited placements, risk assessments, graduated reentry plans and early release requests.
- Oversees the Restricted Housing Unit (RHU).
- Review of incarcerated individuals for proper classification and program assignments.
- Develops and directs implementation plans to respond to changes in staffing, programming, and security requirements that require significant changes in policies, procedures, and staff training.
- Balances the facility mission and objectives within budgeted resources.
Qualifications
Two (2) years of college or equivalent credits from an accredited institution whose accreditation is recognized by the US Department of Education or the Council of Higher Education Accreditation, or foreign equivalent; and five years of experience in adult or juvenile corrections providing case management services to incarcerated individuals, classification, and supervision of incarcerated individuals with one of those years being experience as a supervisor.
OR
Seven (7) years or more of broad based progressive managerial experience or administrative experience within an adult or juvenile corrections environment. (Broad based experience should include experience in one or more of the following job classes: Sergeant, Lieutenant, Captain, Correctional Unit Supervisor, Corrections Specialist 3 or 4, or similar job classes).
AND
- One (1) year experience in unit management, this includes case management, budget management, safety and security management, and sanitation management.
Knowledge, skills, abilities:
- Multi-disciplinary team processes as it relates to incarcerated individual classification, job assignments, and movement.
- Knowledge of the principals and practices of correctional administration to include, rehabilitation, attitudes, problems and behaviors, work requirements, institution sanitation, health and safety standards, roster management, and record keeping.
- Working knowledge of the Incident Command System, the Department of Corrections Emergency Response Plan, facility Emergency Response Plan, personnel practices, policy directives, operational memorandums, RCWs, WACs, and collective bargaining agreements.
- Must have ability to supervise, train, and mentor staff.
- Encouragement and development of a work atmosphere dedicated to the agency’s vision of quality, teamwork, professionalism, and accountability.
- Management principles, leadership, and public relations skills.
- Fostering community partnerships and possess strong oral and written communication skills.
- Coaching, mentoring, counseling, and conflict resolution skills.
- Highest standard of professional and ethical conduct in support of a diverse workforce and budget management.
- Ability to effectively direct staff, be skilled in organizational development, and team building to resolve complex issues.
What will make your application stand out (preferred qualifications):
- A bachelor’s degree or higher from an accredited institution whose accreditation is recognized by the US Department of Education or the Council of Higher Education Accreditation, or foreign equivalent.
- Four (4) years of professional corrections experience, including at least one year in a supervisory or administrative capacity. Counseling and/or custody experience in corrections may be substituted, year for year, for up to two years of the required.

- Maintain regular and reliable attendance.

- Become familiar and comply with all Department policies and procedures and Collective Bargaining Agreements as applicable.
- Complete investigator training.
