POSITION DESCRIPTION
TITLE: BUSINESS ANALYST/PRICING SPECIALIST
Robinson Aviation (RVA), Inc. is seeking a detail-oriented and analytical Business Analyst/Pricing Specialist to join our team, to provide reports and interface with Program Manager(s) for internal/external contract requirements and to prepare cost proposals for submittals with bid documents to various entities, including government and commercial.
This role will play a key part in the development, analysis, and submission of pricing for proposals, contract modifications, and option year repricing efforts, as well as be responsible for ongoing reporting and compliance requirements. The ideal candidate will possess a strong understanding of public sector procurement regulations, contract types, and cost/pricing principles to ensure compliance and competitiveness in bids. The selected candidate shall be seated in our Oklahoma City corporate headquarters office and support both RVA and MedTrust, LLC. Telework is not available for this position.
In this role, the selected candidate will:
· Prepare and participate in the review and submission of pricing volumes for Federal, State, and local government proposals, ensuring compliance with solicitation requirements and internal pricing policies.
· Analyze solicitation documents (RFPs, RFQs, IFBs, etc.) to identify pricing requirements and develop compliant and competitive pricing strategies and parameters.
· Collaborate with proposal teams, contracts, business development, and finance to develop and refine pricing models, cost estimates, and pricing narratives.
· Prepare cost proposals for submittals with bid documents to various entities, including direct and indirect costs, labor rates, materials, subcontractor costs, etc. for government and commercial entities.
· Prepare the repricing of contracts at option years to reflect changes in scope, labor categories, escalation, and other cost drivers.
· Conduct research, analyzing pricing data, labor rate analysis, identify trends, and prepare relevant reports.
· Maintain historical pricing data and cost models to support future bids and internal reporting.
· Ensure pricing models are in full compliance with Defense Contract Management Agency (DCMA), Defense Contract Audit Agency (DCAA) and all other federal or state regulations.
· Support audits and fact-finding by government agencies such as DCAA, Veteran Affairs (VA), Federal Aviation Administration (FAA), as well as audits or pricing reviews by State and local entities.
· Ensure accuracy and consistency across all pricing documentation and support/lead the pricing review/approval process.
· Contribute to pricing strategy discussions and help identify opportunities for cost savings and process improvements.
- Develop and communicate detailed specifications for contract implementation.
- Performs data analysis, working closely with finance department and operational leaders to better analyze the company’s operation to increase overall proficiency.
- Produce reports, timelines, and graphics to communicate expectations and progress to management, customers, teammates, and other relevant parties.
- Collaborate with the Project or Program Manager(s) to ensure the needs of the client have been met.
· Work complex pricing assignments for procurement initiatives independently and support finance, program management, and various levels of executive leadership in support of two separate companies.
· Identify and communicate to management potential risks, cost drivers, and value-added opportunities within the contract pricing framework.
· Assist in the overall proposal preparation process as needed in accordance with company policies, legal requirements, and customer specifications.
· Deconstruct, analyze, and discuss competitor winning pricing models internally for consideration of implementation and improvement to company process.

Basic Qualifications:
· Bachelor’s degree in business information technology, administration, accounting, finance, or related field.
· Proven track record of at least 5-7 years of related experience.
· Deltek Costpoint Experience a plus.
· Microsoft Excel Expert with minimum of 2–5 years of experience in pricing, proposal support, or government contracting.
· Strong knowledge of Federal Acquisition Regulations (FAR), as well as procurement practices for State and local government contracts.
· Experience with a variety of contract types (e.g., T&M, FFP, CPFF) and pricing implications.
· Microsoft Excel Expert; experience with pricing tools or cost proposal software a plus.
· Excellent analytical, organizational, and communication skills.
· Ability to manage multiple priorities under tight deadlines.
· Attention to detail and a commitment to delivering high-quality, compliant work.
· Strong analytical skills with the ability to dissect complex pricing structures and develop innovative solutions.
· Excellent communication skills to effectively collaborate with internal teams and government stakeholders.
· Attention to detail and accuracy in conducting pricing analyses and cost estimations.
Preferred Qualifications:
· In-depth knowledge of federal procurement regulations, such as the Federal Acquisition Regulation (FAR) and Cost Accounting Standards (CAS).
· Working knowledge of contractor side of Defense Finance Accounting Service (DFAS), DCAA, and Wide Area Workflow (WAWF)
· Experience in the aviation and/or medical health care industry
· Experience working independently on routine to moderate contract pricing responsibilities.
· Chartered Financial Analyst (CFA); Certified Pricing Professional (CPP); Certified Plan Sponsor Professional (CPSP) certification; or Project Management Professional (PMP) certification
· Experience in Data Analytics
Physical Requirements and Work Environment:
While performing the duties of this job, this person will be regularly required to sit for extended periods of time, operate a personal computer, visually inspect forms, conduct oral communication via telephone and in person, retrieve and return files in storage cabinets, and occasionally lift and/or move up to 30 pounds.
