Lead People Operations Where It Matters Most

Capitol Aggregates is seeking an experienced, people-first HR Manager to support our cement plant workforce and partner closely with our HR Director. If you’re a dynamic HR professional who values collaboration, and influencing culture at the ground level, this role offers the opportunity to make a real impact across operations.

What You’ll Do

  • Partner with Leadership: Collaborate closely with the HR Director to implement HR strategies that support plant performance, safety, and engagement.

  • Drive Recruitment: Oversee end-to-end hiring processes, from application reviews and pre-screen interviews to presenting qualified candidates to plant leadership.

  • Own Data Integrity: Ensure the requisition tracking log, applicant tracking system (ATS), and DocuSign records are current and compliant for all Cement Plant positions.

  • Lead Onboarding: Manage the onboarding process from pre-employment through orientation. Ensure all documentation is complete and new hires feel supported from day one.

  • Support Employees: Serve as the primary HR contact for plant employees, providing guidance on benefits, policies, and workplace concerns.

  • Champion Engagement: Conduct stay and exit interviews.

  • Ensure Compliance: Maintain up-to-date HR records and uphold legal, safety, and company policy standards in a fast-paced industrial setting.

  • Get Onsite: While the role is primarily office-based, you’ll occasionally head outdoors to the plant to engage directly with employees and leadership.

What You’ll Bring

  • High school diploma or GED required; degree in HR or Business Administration preferred

  • 3–5 years of progressive HR experience

  • Experience supporting field, construction, or manufacturing teams strongly preferred

  • Proficiency in HR systems (HRIS, ATS, DocuSign) and Microsoft Office

  • Bilingual in Spanish/English highly preferred

  • Excellent communication, problem-solving, and leadership skills

  • Ability to manage multiple priorities while delivering excellent employee service
