Summary:
The HR Operations Manager oversees and optimizes the company’s core human resources processes, ensuring efficient, compliant, and employee-focused operations. This role manages benefits administration, maintains and enhances the HRIS, develops HR policies, ensures smooth onboarding/offboarding, and leads HR data reporting. Acting as both a strategic partner to leadership and a trusted employee resource, the HR Operations Manager plays a critical role in fostering a positive, well-managed, and legally compliant workplace.
Duties and Responsibilities
Leadership
- Provide guidance and leadership to direct reports.
Benefits Administration & Management
- Administer employee benefit programs (health, dental, vision, retirement, wellness).
- Serve as the primary contact for benefit escalations.
- Coordinate open enrollment and manage vendor relationships.
HRIS Maintenance & Optimization
- Maintain and update HRIS for accuracy and compliance.
- Implement enhancements, integrations, and automation.
- Generate and analyze HR reports for leadership.
Policy & Procedure Development
- Create, update, and communicate HR policies and employee handbook in compliance with laws.
- Advise managers and employees on policy interpretation.
Onboarding & Offboarding
- Oversee new hire onboarding for compliance and positive experience.
- Manage offboarding, including exit interviews and final communications.
Reporting & Compliance
- Prepare HR reports, compliance filings, and legal documentation.
- Monitor changes in employment law to ensure compliance.
Process Improvement
- Identify and implement workflow automation.
- Collaborate with leadership to align HR operations with business needs.
Success Factors
- Accurate, timely benefits processing with minimal escalations.
- Accurate, compliant HRIS data with implemented efficiencies.
- Policies that are compliant, clear, and consistently applied.
- Improved new hire experience and retention.
- Proactive compliance with regulatory changes.
- Established SOPs for scalable HR operations.
Education and Experience
- Bachelor’s degree in HR, Business Administration, or related field.
- 8+ years progressive HR experience (including government contracting), 3+ years in management.
- Strong knowledge of employment law and compliance.
- HRIS experience (ADP required).
- Benefits administration expertise.
- Strong organizational and time management skills.
