Position Overview
The Human Resources Technician plays a key role in supporting comprehensive HR functions under the supervision of the Human Resources Manager. This position involves a range of technical and administrative tasks including personnel record maintenance, recruitment coordination, leave management, data entry, and assistance with onboarding and offboarding.
The HR Technician serves as a point of contact for staff inquiries and is expected to maintain the highest level of confidentiality and professionalism.
Essential Duties and Responsibilities
- Review HR transactions for accuracy and compliance with school policy and applicable regulations.
- Perform data entry and maintain employee records in HRIS systems such as PHRST and Data Service Center.
- Support recruitment processes: post job openings, manage applicant tracking, schedule interviews, verify references, and communicate with candidates.
- Assist with onboarding and orientation of new hires.
- Gain an expert understanding of recruiting and onboarding non-U.S. candidates, and provide support to the HR Team with all international hiring and onboarding processes.
- Maintain real-time leave records in Data Services Center.
- Generate standard and ad hoc reports from PHRST and other systems.
- Draft general correspondence and HR communications.
- Participate in investigations of workplace issues as directed by the HR Manager.
- Manage and maintain HR templates, forms, and platforms such as Odyssey University.
- Update and manage digital documents, forms, and internal HR content.
- Provide exceptional customer service to staff, applicants, and the public via phone, email, and in person.
- Perform additional duties as assigned by the Human Resources Manager.
Qualifications and Requirements
Minimum Qualifications
- Minimum of three (3) years of HR-related experience, preferably in Delaware public education.
- Associate degree in Human Resources, Business Administration, or a related field (required).
- Proven ability to work independently with strong initiative and attention to detail.
- Demonstrated punctuality, dependability, and strong organizational skills.
- Ability to manage multiple priorities efficiently and effectively.
Preferred Qualifications
- Bachelor’s degree in Human Resources, Business Administration, Public Administration, Psychology, Sociology, or a related field.
- Experience using HRIS platforms such as PeopleSoft or Oracle.
- Strong knowledge of PHRST, Data Service Center, and Microsoft Office (especially Excel) and Google Workspace.
- Familiarity with AI tools, Canva, and digital communication platforms.
- Knowledge of recruitment and evaluation best practices.
- In-depth understanding of leave laws and benefits, including FMLA, PPL, Workers’ Compensation, and disability leave.
- Experience working in a dual-language or urban school setting with a diverse population.
Standard Requirements
- Must pass a criminal background check, TB test, and Child Protection Registry clearance as required by Delaware public school regulations.
- Mandatory enrollment in direct deposit payroll.
