Summary

This position is located in the Fleet Medicine Directorate, Public Health Department in the Industrial Hygiene Division, located at the Captain James A. Lovell Federal Health Care Center (FHCC), North Chicago, Illinois; a1c complexity facility. Lovell FHCC is larger than just a single facility, but rather a system of facilities throughout Northeastern Illinois and Wisconsin which provide medical and dental services to U.S. Military Veterans, Recruits, and Active Duty and eligible beneficiaries.

Duties

MAJOR DUTIES

Automated Information Systems Security: In the performance of official duties, the employee has regular access to printed and electronic files containing sensitive information, which must be protected under the provision of the Privacy Act of 1974, the HIP AA implementation, effective April 14, 2003 and other applicable laws and regulations. The employee is responsible for (1) protecting that information from unauthorized release or from loss, alteration, or unauthorized deletion, and (2) following applicable regulations and instructions regarding access to computerized files, release of access codes, etc., as set forth in the hospital's Automated Information Systems Users Agreement which the employee signs.

Information Security and Confidentiality: Manages information security within areas of responsibility to assure that computer system security and confidentiality of sensitive information is maintained, and that employee access to sensitive information is limited only to that which the employee requires to perform their duties. Takes action as necessary to report and address violations of information security.

Customer Service: Meets the needs of customers while supporting the Medical Center and Service missions. Consistently communicates and treats customers (patients, visitors, volunteers, and all Medical Center staff) in a courteous, tactful, and respectful manner. Provides the customer with consistent information according to established policies and procedures. Handles conflict and problems in dealing with the customer constructively and appropriately.

Qualifications

Basic Requirements:
You may qualify based on your experience and/or education as described below:

  • Individual Occupational Requirements
A bachelor's or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science; OR

A bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene; OR

Certification from the Board for Global EHS Credentialing (formerly American Board of Industrial Hygiene(external link) (ABIH)). Courses in the history or teaching of chemistry are not acceptable.

In addition to meeting the Basic Education Requirements you must meet the following specialized experience and/or education or combination to qualify for this position at the GS-11 grade level.
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: the recognition, evaluation, corrective actions, and elimination of environmental conditions in the workplace that causes sickness, impaired health, or illness. This experience must demonstrate a professional knowledge of the theory and application of the principles of industrial hygiene and closely related sciences such as physics and engineering controls.

    Such work must have involved experience in all of the following areas: the acquisition of quantitative and qualitative data, and the measurement of exposures for a variety of chemical, physical, and biological stresses; the analysis of the data acquired and the prediction of probable effects of exposures on the health and well-being of workers; and the selection and recommendation of appropriate controls, including management, medical, engineering, education or training, and personal protective equipment. OR,

  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level all science or engineering courses offered in fulfillment of the above requirements must be acceptable for credit toward the completion of a standard 4-year professional curriculum leading to a bachelor's degree in science or engineering at an accredited college or university. For engineering degrees to be acceptable, the curriculum must be in a school of engineering with at least one curriculum accredited by the ABET (Accreditation Board for Engineering and Technology) as a professional engineering curriculum.   • Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

**Preferred Experience: High level of accomplishment or complexity in past performance and has help the same position or a similar one and should be able to assume the duties of the position with very little, if any training. Possesses knowledge of industrial hygiene requirements for an organization and oversight agencies to successfully develop and implement an industrial hygiene program for a large healthcare facility. Has held the same or a similar one and should be able to assume the duties of the position with very little training. Minimal qualifications are met based on specialized experience and could assume this position with thorough training.

Physical Requirements: Investigations and surveys involve moderate physical exertion, including carrying equipment, climbing, standing, walking, and bending, using personal protective devices and occasionally working in hot or cold areas, and confined spaces.

Work Environment: The employee may be exposed to a variety of unpleasant and potentially hazardous physical and/or chemical stressors during evaluations, including noise, asbestos, lead, and toxic chemicals. Protective equipment is required in some situations.
