TYPE OF APPOINTMENT ISSUED: This position is included in the Educational Officers' Bargaining Unit and will be filled as a clear line appointment.
A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
Examples of Duties
1. Plans, develops, and implements planning and evaluation strategies and procedures for Hawaiian education programs or projects including, but not limited to, implementation Hawaiian education policies. This may include: clarifying and defining objectives, as required; developing and executing data collection and analysis plans for evaluation projects, in consultation with the Data Governance and Analysis Branch; and compiling, analyzing, interpreting, and presenting data for the projects assigned.
2. Designs, develops, and implements data collection instruments including, but not limited to, surveys, interview schedules, and forms. Develops and presents reports for general and stakeholder audiences based on program evaluations and analyses.
3. Supports OHE's general mission by supporting cross-office projects, cultivating partnerships with external stakeholders and organizations, and facilitating planning meetings. Develops creative solutions to program implementation challenges and prepares memos, presentations, briefing materials, and reports to communicate and summarize findings and recommendations to appropriate audiences. Provides project or program management, as required.
4. Assists in planning, establishing, and revising procedures and metric criteria to monitor institutional performance against the goals, targets, and objectives of Hawaiian education policies. Assists in updating, maintaining, and reporting metrics that are routinely tracked.
5. Assists in managing OHE's internal performance management routines. Assists in review of programs and the development of progress monitoring routines for programs, as required.
6. Performs other related duties as assigned
Minimum Qualifications
Education: Graduation from an accredited college or university with a bachelor’s degree in political science or business administration with coursework in public administration, management accounting, and research statistics.
Desired Education: Bachelor's degree in education and/or coursework in educational research and evaluation.
Experience: Four (4) years of responsible professional work experience in program planning and analysis, budgeting, and/or public administration of which one (1) year shall have been in and education program, agency or system.
Desired Experience: Teaching, conducting research, or program evaluation.
Combined Education and Experience: An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.
Knowledge: Public administration and organization theory; management accounting; business statistics; computer-based information systems; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.
Desired Knowledge: Hawaiian language and culture perspectives; instructional media and computers; design and evaluation procedures; foundations of education; tests and measurement.
Ability to: Conduct studies in program planning and analysis; communicate effectively with others both orally and in writing; operate computer and other business machines.
Desired Ability to be: Proficient in Hawaiian; provide leadership, planning, and coordination in the areas of responsibility; develop, analyze, and evaluate plans, programs, and procedures; work with and make presentations to individuals and groups; prepare, review, and edit various documents; create charts, graphs, spreadsheets, and databases, and conduct statistical analyses; develop specifications for program and project plans, contracts, staffing, and other resources; use various computer programs effectively such as Share Point, Word, Excel, Power Point, etc.; basic recording skills including video and audio.
Supplemental Information
Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.
All others will be placed on the first step of $110,136.
WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.

Payday
New employees can expect their first paycheck within the first 3 pay periods of their start date. Payday is on the 5th and 20th (or previous business day) of every month.
