Job Summary
We are seeking a Legal Research specialist for legal research and support services to assist the Office of General Counsel (OGC) in managing and operating the Agency’s legal research catalog and legal information systems. The Contractor will provide expert legal and business research, collection management, digital content development, and information access support .
2.0 Scope of Work
The Contractor shall provide comprehensive support services across the Agency’s two locations (Washington, DC; and Denver, CO), focusing on legal and business research, collection management, digital library services, and reference assistance. Work includes maintaining both physical and electronic resources and supporting Agency personnel in effectively using legal and policy information tools.
3.0 Duties and Responsibilities
The Contractor shall:
(1) Library Operations & Reference Support
- Assist in the daily operation and management of the Agency’s legal library.
- Answer reference questions, including those requiring complex legal and business research.
- Provide access to information in multiple formats (print, digital, subscription services).
- Edit content and perform cite-checking and topical monitoring.
- Maintain existing collections (physical and virtual).
(2) Collection Management
- Conduct an ongoing and annual review of the Agency’s entire library collection.
- Make recommendations for retention or removal of holdings based on the approved Collection Management Policy.
- Identify collection deficiencies and recommend new acquisitions aligned with Agency needs.
- Evaluate current subscriptions and recommend renewals or cancellations.
- Manage purchase requests for library-related materials in all formats.
- Issue and cancel user IDs for digital subscriptions; coordinate with subscription vendors.
- Conduct user training sessions for legal research tools and databases.
- Advise staff on cost-effective and efficient use of traditional and digital information resources.
(3) Legal Research and Cite-Checking
- Conduct legal research using a variety of tools and databases (e.g., Westlaw, LexisNexis).
- Perform cite-checking of legal and regulatory materials, including verifying citations, pin cites, grammar, formatting, and legal principles.
- Support the creation and enhancement of research starter tools and library guides.
- Provide research support for special projects, including development of presentation materials and speaking notes for Agency personnel.
(4) Digital Content and Knowledge Management
- Develop and maintain SharePoint and other Office 365 platforms supporting legal and organizational research.
- Maintain and update the following: o Library Resources page
o Case Index
o Agency Homepage
o ALJ-only page
o OEXD page (training materials, policy statements, required forms)
o Specialty pages (e.g., COVID Info Hub)
- Develop content for internal knowledge-sharing and research access tools.
- Provide orientation and training to new employees on available research resources and digital platforms.
- Develop and publish content on Work-Life programming in consultation with relevant Agency staff.
Job Types: Full-time, Contract
Pay: $31.08 - $37.43 per hour
