The Preconstruction Manager will lead all aspects of the project prior to mobilization/GMP. Key responsibilities include proposal development, project planning, estimating, budgeting, preliminary scheduling, and developing a strategy for successful project execution. The preconstruction process is very collaborative, and the Preconstruction Manager will develop, track, and review the project documents with the team ensuring their understanding and incorporation into all estimates, GMP’s and other project documentation. This position demands a strategic thinker with exceptional leadership and communication skills, adept at balancing multiple priorities/projects and ensuring that preconstruction processes are efficient and effective.
Duties/Responsibilities:
- Client Coordination: Client’s key contact for projects prior to mobilization. Leads meetings with Client, design, and others to determine scope and schedule. Identify early with the Client on key indicators for the project: scope, schedule, cost limits, etc.
- Proposal Development: Working with design and other stakeholders to provide early proposals, RFP responses, and GMP’s. Ensure development of comprehensive project scope, accurate budgets, and schedules by the project team
- RFP Review and Response: Establishing all scope items in the project and working directly with estimators to ensure the quantities and costs of each. Provide detailed responses to ensure a clear description of all scope. Develop risk assessments
- Project Planning / Scheduling: Preliminary project plans including project objectives, scope, schedule, and resource requirements used for site utilization, budgeting, and scope development. Review all aspects of the project to identify risks within the project and schedule.
- Cost Estimating: Lead estimators to ensure proper scope identification and subcontractor input. Review all bids/budgets with estimators for cost and scope. Analyze preconstruction data to establish trends and benchmarks for proposal efforts
- Long Lead Buyout: Work with operations to procure long lead items prior to mobilization. Ensure the project plan has these items identified.
- Value Engineering: Work with the client and design teams to identify and estimate potential cost savings. Provide potential suggestions and quickly identify areas of budgeting concern.
- Risk Mitigation Planning: Identify early in the project planning process all aspects of the project that may be contrary to the Client’s needs. Track and provide mitigation strategies for each risk.
- Assist leadership in client contracts, ensuring the project team has a full understanding of the project contract.
- Ensure compliance with all organizational requirements
- Balance multiple priorities and drive projects to successful completion

Required Skills/Abilities:
- Ability to lead the team, working closely with client, estimators, project managers, architects, engineers, and subcontractors, to ensure effective coordination and communication during the preconstruction phase. Collaborate with project managers to transition smoothly from preconstruction to the construction phase.

Education/Experience:
- Bachelor's degree in construction management, engineering, or a related field (or equivalent experience)
- Minimum of 8 years of experience in preconstruction, construction or a similar role
- Proven track record in managing preconstruction phases of all scopes in large-scale projects
- Proficiency in cost estimating and budgeting techniques
- Utilize construction management software, drawing review tools, 3D model viewer, estimating software, and other technology platforms to enhance accuracy, efficiency, and collaboration in preconstruction activities.
- Familiarity with relevant building codes and regulations
Travel Requirements:
- Ability to travel regularly for business development and to attend project meetings, corporate training events, and industry relevant conferences.
- Travel expected to be at least 25%, no relocation required
- Maintain a professional demeanor and appearance during business trips.
- Compliance with company travel policies and procedures.
Physical Requirements:
- Ability to sit, stand, and walk for long periods of time.
- Ability to use a computer, phone, printer, scanner, and other office equipment.
- Visual acuity for detailed work and computer use
- Ability to lift, carry, and move up to 25 pounds of files, documents, and materials.
