Description of Work

***This position is open ONLY to current North Carolina Department of Agriculture & Consumer Services employees or former Department of Agriculture & Consumer Service eligible for RIF priority reemployment consideration as described by GS 126***


The Veterinary Division protects the health of the state’s livestock and poultry population through the administration of regulatory animal health programs and disease testing conducted by the North Carolina Veterinary Diagnostic Laboratory System.


Duties include budget management and analysis for the NCVDLS; grant administration, human resources, accreditation certification, quality assurance/quality control for the administrative section, and supervision over purchasing, accounts receivable, accounts payable, and human resources.


The N.C. Department of Agriculture and Consumer Services provides services that promote and improve agriculture, agribusiness, and forests; protect consumers and businesses; and conserve farmland and natural resources for the prosperity of all North Carolinians. The Department employs approximately 2,000 employees.


Knowledge, Skills and Abilities / Competencies

To qualify for this position, applicants must document on the application that they possess ALL of the following:

  • Experience with budget management and grant administration.
  • Supervisory experience.
  • Experience the Integrated HR/Payroll System.
  • Knowledge of human resources functions.
  • Ability to exercise judgement and discretion in applying and interpreting policies and procedures.
  • Ability to plan, assign and review the work of others.
  • Ability to carry out oral and written instructions.
  • Ability to establish and maintain effective working relationships with associates, officials and the public.
  • Ability to express comments and opinions clearly and concisely in oral or written form.


MANAGEMENT PREFERENCES:

  • Current knowledge of state procurement and accounting processes
  • USALIMS experience
  • Experience with Asset Optics
  • Knowledge/understanding of veterinary regulatory diseases
  • Familiarity with AAVLD and laboratory quality requirements.

Minimum Education and Experience Requirements

You may qualify by an equivalent combination of education and experience, either through years of education or years of directly related experience, or a combination of both.

Bachelor s degree from an appropriately accredited institution and two (2) years of experience related to the area of assignment, or an equivalent combination of training and experience.
