Position Summary:

We are seeking an experienced and strategic Proposal Manager to lead the planning, development, and submission of winning proposals in response to Requests for Proposals (RFP's), Requests for Qualifications (RFQ's, and other solicitations. The Proposal Manager plays a key leadership role in coordinating cross-functional teams, managing proposal schedules, ensuring compliance, and producing high-quality, customer-focused documents. This role requires strong project management, communication, and writing/editing skills, as well as the ability to work under pressure and manage multiple deadlines.

Key Responsibilities:


  • Own the end-to-end proposal process - from opportunity assessment and kickoff to submission and post-submission follow-up.
  • Analyze RFP requirements and develop compliance matrices, outlines, and proposal strategies.
  • Knowledge of industry trends, best practices in proposal development, and market positioning.
  • Ability to think strategically, understand business objectives, and align proposal content accordingly.
  • Lead and facilitate proposal kickoff meetings, color team reviews, and final production strategies.
  • Collaborate with business development, sales, technical, pricing, and legal teams to gather and integrate content.
  • Assign and manage writing responsibilities to ensure deadlines and quality standards are met.
  • Review and edit proposal content for clarity, accuracy, consistency, and compliance with solicitation requirements.
  • Maintain and improve proposal processes, templates, and content libraries to enhance efficiency and quality.
  • Track and report on proposal status, win/loss outcomes, and lessons learned for future opportunities.
  • Train and mentor proposal staff and contributors, fostering a culture of continuous improvement.
  • Strong attention to detail, ensuring accuracy and consistency across all proposal content.
  • Proficiency in Microsoft Office Suites (Word, Excel, PowerPoint) and familiarity with proposal management software.

Requirements:


  • Education: Bachelor's Degree in English, Communications, Marketing, Business, or a related field (or equivalent experience).
  • Experience: 3-5 years of experience in proposal coordination, technical writing, or project coordination, preferrable in a government contracting, corporate, or professional services environment.
  • Knowledge of Contract Law: strong understanding of contract law principles, contract drafting, and interpretation. Familiarity with regulatory frameworks relevant to the organization is desirable.
  • Attention to detail: excellent attention to detail, with the ability to review contracts meticulously, identify potential issues, and ensure compliance with contractual obligations.
  • Analytical Skills: strong analytical and problem-solving skills to assess contract risks and develop effective solutions.
  • Communication and Collaboration: exceptional interpersonal and communication skills to collaborate effectively with internal stakeholders, external parties, and legal teams. Excellent Oral and written communication skills are needed to write agreements, documentation, and reports.
  • Organizational Skills: ability to prioritize and manage multiple contracts and deadlines simultaneously, maintaining accurate records and documentation.
  • Integrity and Ethics: demonstrated commitment to ethical conduct, confidentiality, and maintaining the highest professional standards.
  • Technology Proficiency: proficiency in contract management software, document management systems, and Microsoft Office Suite.
  • Adaptability: ability to adapt to changing business needs, work in a fast-paced environment, work under pressure, and multitask to meet tight deadlines.
