Description

This is a full-time, FLSA non-exempt position with Carson City Public Works, located in Carson City, Nevada. Under general supervision, performs journey level installation and maintenance of public safety radio communications systems, programs, equipment, facilities, and related systems.

Individuals may choose between the following PERS Retirement plans:
Employer-Paid PERS Retirement: $26.6842 - 37.3579 hourly / $55,503.24 - 77,704.38 annually
Employee/Employer-Paid PERS Retirement: $31.6683 - 44.3356 hourly / $65,869.96 - 92,218.10 annually

There will be a 2% increase to the above salaries on July 1, 2025.

Examples of Duties

This class specification lists the major duties and requirements of the job and is not all-inclusive. Incumbent(s) may be expected to perform job-related duties other than those contained in this document and may be required to have specific job-related knowledge and skills.


  • Participates in the planning, analysis, design, and configuration of the City-wide public safety radio communications systems; serves as project manager for projects by coordinating the activities of consultants, vendors, and contractors; serves as liaison for regional agency interface and interoperability and works closely with partner agencies to deliver interoperable communications capability.
  • Participates in the troubleshooting of complex technical issues; configures and administers the communications system and City components of the statewide radio system; participates and represents the City at meetings, user groups, and committees.
  • Performs testing, preventative maintenance, repair, installation and service of equipment, facilities, backup power systems, complex networking equipment including voice/radio communications, security appliances, switches, routers, and fiber optics.
  • Creates drawings, diagrams, and procedures for pertinent systems and maintains records of work performed and materials used.
  • Reads diagrams, blueprints, specifications and manuals for installation and repair projects; maintains, services, repairs and tests equipment, hand and power tools and is responsible for keeping a small inventory of frequently used supplies and parts.
  • Contributes to the efficiency and effectiveness of the Department’s service to its customers by offering suggestions and directing or participating as an active member of a work team.
  • Develops and provides formal and informal radio training to radio users.
  • Performs technical tasks relative to the City’s radio communications infrastructure including administration of FCC licenses, permits, and agreements.
  • Drives vehicles to work sites and transports materials as required.
  • Demonstrates courteous and cooperative behavior when interacting with the public and City staff; acts in a manner that promotes a harmonious and effective workplace environment.

Typical Qualifications

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Education and Experience:
Equivalent to a high school education or GED; AND three (3) years of journey-level experience in the installation, maintenance and repair of communications and related electronic equipment; OR an equivalent combination of education, training and experience as determined by Human Resources.

REQUIRED CERTIFICATES, LICENSES, AND REGISTRATIONS:

  • Driver’s license
  • OSHA 10 certificate within 15 days of employment

Required Knowledge and Skills
Knowledge of:
  • Principles, methods and materials used in the installation, repair and maintenance of a variety of electronic communications equipment types and systems.
  • Operations and maintenance of information technology, networking, and communications systems.
  • Operation of test equipment in accordance with FCC guidelines.
  • Practices and techniques related to telecommunications operations.
  • Communication and computer technology.
  • Methods of installation, configuration and repair of mobile radio communications systems and equipment.
  • Operation and maintenance of a variety of hand, power and shop tools and test equipment used in the trade.
  • Safe work methods and safety regulations pertaining to the work.
  • Shop mathematics.
  • Basic record keeping practices.
  • Basic job estimation.
  • Troubleshooting and diagnosing problems in electronic equipment.

Skill in:
  • Operating, administrating and maintaining P25 and analog LMR systems.
  • Operating and maintaining microwave, Ethernet, information technology, software, networking, electrical, instrumentation, and communications equipment.
  • Designing, laying out and preparing sketches for electronic information, control systems, communications and related electronic systems and related installation and maintenance jobs.
  • Delivering formal and informal training on proper use and operation of radio equipment.
  • Coordinating and participating in meetings.
  • Safely using and maintaining hand and power tools and test equipment related to the work.
  • Project management, estimating, and maintaining accurate records of work performed.
  • Reading and interpreting manuals, specifications, drawings and blueprints.
  • Using initiative and independent judgment within established procedural guidelines.
  • Contributing effectively to the accomplishment of team or work unit goals, objectives and activities.
  • Establishing and maintaining effective work relationships with those encountered in the course of the work.
  • Communicating effectively both verbally and in writing.


SUPERVISION RECEIVED AND EXERCISED:

Under General Supervision - Incumbents at this level are given assignments and objectives that are governed by specifically outlined work methods and a sequence of steps, which are explained in general terms. The responsibility for achieving the work objectives, however, rests with a superior. Immediate supervision is not consistent, but checks are integrated into work processes and/or reviews are frequent enough to ensure compliance with instructions.

PHYSICAL DEMANDS & WORKING ENVIRONMENT:
The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of the job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

Strength and mobility to work in a typical field setting, including operating hand and power tools; stamina to perform sustained physical labor, including standing, walking, climbing and working in confined or awkward spaces; strength to lift and maneuver materials and equipment weighing up to one-hundred (100) pounds with proper equipment; tower climbing and working at heights up to one-hundred-twenty (120) feet; vision to read printed materials; and hearing and speech to communicate in person or over a radio or telephone; ability to work outdoors, sometimes in adverse weather conditions and extreme temperatures and work involves exposure to potentially hazardous electrical current, and RF energy.

Employees must maintain an active telephone number. Employees must reside within 30 minutes of Carson City. Employees must be willing to work overtime, shifts, weekends and holidays. Employees in this position are required to be on-call.

Supplemental Information

CONDITIONS OF EMPLOYMENT:


  • Employees serve a probationary period of twelve (12) months. Such employees are not subject to the collective bargaining agreement and may be laid off or discharged during this period for any reason. Probationary periods may be extended three (3) months by mutual agreement.
  • Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.
  • Any City employee may be required to stay at or return to work during emergencies to perform duties specific to this classification or to perform other duties as requested in an assigned response position. This may require working a non-traditional work schedule or working outside normal assigned duties during the incident and/or emergency.
  • Employees may be required to complete Incident Command System training as a condition of continuing employment.
  • New employees are required to submit to a fingerprint based background investigation which costs the new employee $47.00 and a drug screen which costs $36.50. Employment is contingent upon passing the background and the drug/alcohol screen.
  • Carson City participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS, with information from each applicant’s Form I-9 to confirm work authorization.
