The Department of Management and Finance, Division of Real Estate Assessments is seeking a Project Manager to lead the implementation of a new real estate Computer Assisted Mass Appraisal (CAMA) software system. This position will coordinate closely with the software vendor/implementor to manage the full project life cycle of this implementation.
Specific duties include:
- Serving as the primary project manager for implementation of the CAMA system which includes coordinating the work of the selected software vendor and associated implementor;
- Working with the software developer to manage system development, design configuration, implementation, conversion, change management, communications, training, testing and integration with other applications;
- Liaising with the staff within the Real Estate Assessments Division to ensure business needs are met;
- Liaising with the owners of County applications that the new system will interface with to ensure mutual support and effective communications throughout the project lifecycle;
- Identifying and defining user requirements and designing a solution to support the requirements;
- Developing project plans for all phases of the project and managing tasks and resources associated with each phase;
- Developing project timetables and tracking and reporting on project milestones and status to the Sponsor Committee;
- Managing organizational change management resulting from new business processes and the new system;
- Managing the project budget; and
- Assigning tasks and providing professional mentorship and guidance to team members.
The ideal candidate will have strong effective written and oral skills and must be highly flexible, self-disciplined, and a fast learner with the ability to make effective decisions.
Minimums:
- Bachelor's degree in Computer Science, Information Systems Management, Information Technology, Business Administration Project Management, or a related field; and Considerable and progressively responsible experience related to Project Management including experience managing large software implementations and coordinating or supervising the work of others.
Substitution: Additional qualifying experience may substitute for the education requirement on a year for year basis.
Desirables: Preference may be given to applicants with one or more of the following:
- Experience with real estate CAMA software systems;
- Experience in Local Government;
- PMP certification;
- Experience managing large software implementations;
- Experience with Computer Assisted Mass Appraisal software system or similar software systems;
- Experience working and communicating with various levels both within and outside the organization including top management technical IT staff, and first-level end users.

Additional Information
Normal work hours are 8:00 a.m. to 5:00 p.m., Monday through Friday, with some flexibility. The official work location is 2100 Clarendon Blvd, Arlington VA. The Department of Management and Finance is conducting the majority of the work remotely with occasional on-site requirements for meetings at County facilities.
