Position: REAL ESTATE MANAGER (Project Manager)
Salary: $97,354 Annually, negotiable depending on qualifications

Hours: 8:00 A.M. to 5:00 P.M., Monday - Friday
Other: Valid Florida Driver’s License and PBC Risk Management Department driving history approval prior to appointment. Will be required to pass a Criminal Justice Information Systems (CJIS) background check in addition to a Palm Beach County Sheriff's Office background check prior to appointment.
THIS IS AN AT-WILL POSITION.
Palm Beach County is seeking a highly qualified Real Estate Manager to lead the strategic acquisition, disposition, leasing, and management of County-owned real property assets in support of critical public programs and long-term development goals.
KEY RESPONSIBILITIES
Strategic Real Estate Program Leadership
· Provides professional and administrative leadership in the development and implementation of systems to maintain accountability for all aspects of the County’s real estate portfolio, including acquisition, disposition, exchange, leasing, and property management.
· Establishes operational policies and procedures to ensure compliance, consistency, and effectiveness in the execution of real estate transactions and asset oversight.
· Directs and monitors land acquisition and disposition programs, as well as the leasing and management of County-owned properties, to meet organizational objectives and legal requirements.
Project & Transaction Management
· Oversees and manages complex County real estate development projects from concept through completion, ensuring alignment with County goals and operational priorities.
· Negotiates business terms for acquisitions, dispositions, leases, and other real estate transactions, balancing County interests with legal, financial, and operational considerations.
· Drafts, reviews, and finalizes real estate agreements, development documents, leases, and related legal instruments with a focus on accuracy, clarity, and risk mitigation.
· Evaluates risk associated with the terms and conditions of real estate and property management agreements, and implements strategies for mitigation.
· Prepares detailed project summaries and analyses to support executive decision-making and Board of County Commissioners (BCC) presentations.
Contract Administration & Compliance
· Administers contract terms and coordinates with user departments to ensure compliance, facilitate dispute resolution, and maintain accountability throughout the lifecycle of real estate agreements.
· Reviews and interprets real estate title documents, appraisals, surveys, plats, and construction and engineering drawings to support informed decisions and ensure due diligence.
· Ensures real estate transactions adhere to County standards, policies, and all applicable legal and regulatory guidelines.
Leadership & Staff Supervision
· Supervises, directs, and develops a team of professional and technical staff engaged in real estate activities, including acquisitions, dispositions, and property management.
· Plans, assigns, and evaluates work; establishes performance standards; and fosters a collaborative, accountable team environment that supports continuous improvement and professional growth.
MINIMUM REQUIREMENTS
This position requires qualified applicants to possess one of the following:
· Bachelor's Degree in Engineering, Architecture, or Building Construction; minimum of five (5) years of progressively responsible experience in public or commercial building or facility design and construction administration, or
· Unrelated Bachelor’s Degree and seven (7) years of progressively responsible experience in public or commercial building or facility design and construction administration, or
· Associate’s Degree in Engineering, Architecture, or Building Construction and seven (7) years of progressively responsible experience in public or commercial building or facility design and construction administration, or
· Graduation from high school/equivalent recognized certification and nine (9) years of progressively responsible experience in public or commercial building or facility design and construction administration.
HIGHLY PREFERRED QUALIFICATIONS
Those with the following highly preferred qualifications are also encouraged to apply:
- Bachelor’s Degree or higher in Real Estate or Business Administration
- Five (5) years of experience in commercial real estate property management, acquisition, disposition, development and leasing transactions
- Five (5) years of experience involving land surveys, plats, title examinations, appraisal reviews and development regulations.
