The Texas Workforce Commission (TWC), a Family Friendly Certified Workplace, is seeking a Regional Program Improvement Specialist (RPIS) - Sr RPIS to join the VR Department located at 3800 Paluxy Drive, Tyler, TX.

- Competitive starting salary: $5,181.58 - $7,144.00/month.
- Salary/position level will be based on experience/demonstrated skills.
- This is a career ladder position, each level is required to meet the established career ladder requirements to be promoted to the next level.
The RPIS - Sr RPIS is selected by and reports to the Deputy Regional Director. Performs advanced to highly advanced (senior-level) consultative services/technical assistance work. Work involves planning/developing/implementing major agency program(s) and providing consultative services/technical assistance to program staff/governmental agencies/community organizations/the general public. May train/lead and/or prioritize the workload of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
- Oversees the completion of and monitors required performance reports/recommends appropriate changes.
- Coordinates/collaborates with program staff in program planning/development/implementation/analysis/documentation of agency program(s).
- Uses the Monitoring OverSight and Internal Controls (MOSAIC) and other internal program evaluation tools to gauge needs/successes of the region’s performance allowing for customized reports for improvement.
- Coordinates the review/evaluation of service delivery system methods/outputs/activities/trends to identify gaps in resources/recommends and implements improvements to resolve technical problems.
- Works with VR Managers to achieve performance evaluation goals.
- Analyzes legislation to develop recommendations for policy/programmatic issues relating to implementation/improvement and/or expansion/reduction of program funding.
- Coordinates/collaborates with program staff in program planning/development/implementation/analysis/documentation of agency program(s).
- Coordinates/conducts surveys/inspections/case reviews to determine compliance with eligibility requirements/laws/regulations/policies/procedures related to customer service delivery.
- Performs other duties as assigned.
- Master's degree in Rehab Counseling or Rehab Management from an accredited college or university plus one year experience: 1) in interpreting/applying VR program policies/procedures, 2) planning/implementing/monitoring customer services, 3) coaching/mentoring and providing technical assistance for staff development, and 4) developing and providing training activities (or)
- Master's degree from an accredited college or university plus three years’ progressive experience working in a VR program. With three years’ experience in areas referenced above (or)
- Bachelor's degree in Rehab Counseling or Rehab Management from an accredited college or university plus three years progressive experience working in a VR program. With three years’ experience in areas referenced above (or)
- Bachelor’s degree from an accredited college or university plus four years’ progressive experience working in a VR program. With four years’ experience in areas referenced above.
- RPIS: Graduation from an accredited four-year college or university plus two years of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency.
- Sr RPIS: Graduation from an accredited four-year college or university plus two years and six months of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency.
- One year of full-time experience may be substituted for each year (30 semester hours) of education.
- Copy of official transcripts, certifications and/or credentials will be requested at the time of interview if applicable.
- Experience as a RPIS cited above must be in accordance with the career ladder requirements of the agency.
- Related work experience is defined as consultative services/technical assistance to program staff, and general knowledge of disabilities.
Duties may include up to 70% travel (within the State of Texas) and ability to lift/carry 15 pounds.
