General Description
The Critical Infrastructure Division of the Railroad Commission of Texas (RRC) is seeking an experienced Engineering Specialist III proficient in performing highly complex (senior-level) engineering work. Work involves providing technical expertise and coordination for engineering programs, activities, and projects. Work also involves performing and reviewing engineering design, planning, construction, inspection, and research. May provide guidance to others. Works under limited supervision with considerable latitude for the use of initiative and independent judgment. Applicants must live within 50 miles of RRC Houston office or be willing to relocate; relocation expenses are not provided by the RRC.
Essential Job Duties
- Performs engineering work related to Petroleum, Mechanical, or Facilities Engineering (in areas such as heat transfer, thermodynamics, materials management and/or mechanical systems design and maintenance).
- Prepares, reviews, and interprets blueprints, schematic drawings, layouts, and other visual aids.
- Provides technical expertise and coordination for programs, activities, studies, and projects.
- Performs engineering assessments, modeling, and monitoring.
- Reviews, coordinates, validates, and reports on various data sets for monitoring in compliance with state and federal monitoring regulations.
- Reviews the activities of contractors, operators, or civic authorities.
- Prepares correspondence and technical reports.
- May conduct engineering fieldwork.
- Assists with project planning and oversight, and the development of procedures for area of responsibility.
- May provide technical guidance involving the evaluation of data; coordination of research; analysis of issues; testing, and preparation of reports and recommendations.
- May assist in calculating and/or reviewing costs of materials and estimates in related areas.
- May assist in establishing best practices to prepare facilities that provide natural gas services in the electricity supply chain to maintain services in an extreme weather event and assist in recommending oversight and compliance standards for those facilities.
- May meet with the public, engineers, developers, landowners, legislature, and other interested groups/key stakeholders.
- Performs related work as assigned.
- May provide guidance to others.
- Must live within 50 miles of RRC Houston office area or be willing to relocate. Relocation expenses are not provided by the RRC.
- This position may require some travel.

Qualifications

Relevant experience in engineering, data analysis, data management, and research and reporting work.
Must have a good driving record and a valid Texas driver’s license.
Education and experience may substitute for each other on a year-for-year basis.
Must live within 50 miles of the RRC Houston office or be willing to relocate. Relocation expenses are not provided by the RRC.
Minimum Qualifications
- High School Diploma or GED
- Minimum two (2) years or more of relevant experience in engineering, data analysis, data management, research, and reporting work.
- Ability and knowledge to use computer and applicable software (Office 365 and Data Visualizations software i.e., Power BI) for data and reporting.
- Knowledge of weatherization or utility supply chain, power generation.
- Ability to travel if/as required for this position and work Monday–Friday 8 AM-5 PM with an occasional flexible schedule as required.
Preferred Qualifications
- 3+ years’ experience as an Engineer in Petroleum, Mechanical, or Facilities Engineering.
- Experience in weatherization, critical infrastructure, and natural gas supply chain for power generation.
- Bachelor’s degree from an accredited college/university with major coursework in Engineering, Natural Resources, mathematics, or a related field.
- Licensed Professional Engineer (P.E.) in the State of Texas.
- Ability to design, evaluate, and advise on engineering projects, to communicate effectively, and to provide guidance to others.
Knowledge, Skills, and Abilities
Knowledge of engineering and data analysis techniques and theories.
Skill in the use of a computer and data visualizations.
Ability to apply engineering concepts, to conduct inspections, to organize and analyze data, to plan and coordinate programs and activities, to communicate effectively, and to provide guidance to others.
Demonstrated strong organizational and time management skills.
Ability to determine and apply relevant rules and statutes; to comply with ethical standards; to recognize problems and identify and facilitate solutions.
Ability to work under pressure; coordinate multiple priorities; and meet strict deadlines.
Ability to work effectively on a team or individually.
Ability to learn and understand regulatory policies and procedures and interpret processes.
Experience in Microsoft Office Suite (Excel, Word, Access, PowerPoint) and Outlook.
Work Hours: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. Alternate work schedules may be discussed with the hiring manager during the interview process.
