ABOUT THIS POSITION
Over 52 million passengers traveled through Phoenix Sky Harbor International Airport in 2024, one of the busiest airports in the country in the nation's 5th largest city. Sky Harbor is the largest of three airports in the Phoenix Airport System (Phoenix Sky Harbor, Deer Valley, and Goodyear airports) which is operated by the City of Phoenix Aviation Department and has an economic impact over $44 billion annually.
The Aviation Public Safety and Security Division is seeking a Safety Analyst II. This position is responsible for performing advanced professional work in the development and implementation of a new and comprehensive Airport Safety Management System (SMS) in compliance with Federal Aviation Administration (FAA) regulations as well as ensuring compliance with ordinances and regulations from the City and State.
Work areas may include, but are not limited to employee and stakeholder safety, accident prevention, loss control, risk management, accident investigation, safety training, equipment training, development of safety training materials and programs, procedure analysis, trend analysis, and equipment modification studies. The Safety Analyst II works with considerable independence under the general direction of an Aviation Supervisor III.
The Safety Analyst II will be responsible for:
- Responding to hazard reports.
- Conducting routine safety inspections.
- Developing and leading safety training.
- Performing job hazard analysis reports.
- Updating and maintaining a database of departmental industrial injuries.
- Coordinating environmental, health, and safety efforts with peers.
- Providing technical guidance to supervisors/managers on various safety issues.
- Identifying, evaluating, and mitigating workplace hazards within the department.
- Assisting in developing safety policies, procedures, training, and accident investigations.
- Collaborating with other departments, consultants, contractors, vendors, and third-party trainers and auditors.
- Training and certifying staff to use specific heavy equipment used during airport maintenance activities including, but not limited to, forklifts, bucket trucks, cranes, backhoes, and assorted vehicles and trailers used to haul equipment/materials to job sites.

IDEAL CANDIDATE
- Familiar with FAA SMS requirements.
- Familiar with FAA FAR Part 139 certification requirements.
- Familiar with NFPA 70e requirements.
- Familiar with DOT, OSHA, and FAA requirements.
- Ability to work in groups and independently on assigned programs, training, and projects.
- Ability to build positive, trusted relationships with stakeholders at all levels of the team and organization.
SALARY
Pay Range: $66,185.60 - $107,806.40 annually.
Hiring Range: $66,185.60 - $88,691.20 annually.

MINIMUM QUALIFICATIONS
- Two years of experience in accident prevention and loss control programs.
- Including at least one year of professional work experience with department-wide safety and employee occupational health, training, and motor vehicle safety programs.
- Bachelor's degree in aviation, risk management, safety management, or a related field.
- Other combinations of education and experience which meets the minimum requirements may be substituted.

Working conditions:
- This position requires working outside in a variety of environmental extremes such as heat, cold, rain, air-pollution, and dust.
- This position requires working more than forty hours in a workweek without additional compensation to perform assigned job duties, including weekends, evenings, early morning hours, and holidays as required.

PREFERRED QUALIFICATIONS
The minimum qualifications listed above, plus:
- A minimum of 2 years of safety experience at a large commercial or military airport.
- Experience in safety program implementation and management.
- Experience in providing safety training in classroom and field settings.
- Experience in accident prevention and/or accident investigation.
- Experience in researching and drafting safety policies and procedures.
- Experience in facilitating safety programs and developing materials for safety training.
- Experience in the development, implementation, and management of an Airport Safety Management System.
- Experience with safety training and processes related to heavy equipment, fall protection, electrical safety, heat safety, and other safety topics.
- American Association of Airport Executives - Safety Management System designation or Certified Member, preferred.
- Professional safety certifications and/or training, highly desired.
