POSITION SUMMARY

The Security Services Captain leads, plans, organizes, and directs the operations and personnel of the Security Services Division of the Eau Claire County Sheriff’s Office. This position ensures the security and safety of prisoners, visitors, jail facility, Eau Claire County residents, and county staff, as well as performs duties of Deputy Sheriff enforcing federal, state, and local laws.


QUALIFICATIONS

  • Applies expertise in jail management and supervision to plan, direct, and coordinate all operational activities of the correctional and court facilities including personnel, programming, incarceration, health services, food services and delivery, sanitation, facility maintenance, and security; monitors effectiveness of operations to provide adequate coverage for division responsibilities; works with State Jail Inspector to maintain DOC 350 compliance.
  • Demonstrates effective leadership, strategic planning, and goal-setting skills; participates in long- and short-range departmental and division planning, directs and reviews progress, and reports results; establishes policies, procedures, and divisional work rules in compliance with laws, regulations, and standards to maintain the security of the courthouse, courts, and jail; verifies continual compliance with safety and security protocol; ensures the safety of the court security staff, judges, inmates, and all other persons within the jail, courthouse, and courtrooms.
  • Creates, researches, prepares, and reports findings through effective verbal and written communication, legal documents, and other materials to county board, District Attorney, Corporation Counsel, or other professional entities.
  • Practices accurate financial management and control; develops and administers division operating budget, consistent with Sheriff’s Office goals; maintains awareness of additional sources of funding, prepares grant proposals, administers funded grants, and develops other funding strategies through cost factor analyses; authorizes expenditures for division activities, equipment, staff, or other operational needs in accordance with legal standards; monitors and maintains all monies coming into or going out of the jail; negotiates, administers, and monitors service contracts within areas of responsibility.
  • Actively manages inmate behavior and activities to ensure inmates obey the rules; researches and responds to correspondence from inmates regarding complaints, appeals, and requests for assistance; interprets individuals’ mental and physical condition to determine best course of action for resolution; practices constructive interpersonal skills to obtain maximum cooperation with minimum coercion; oversees transport of inmates to and from jails or prisons in other jurisdictions.
  • Manages variable situations requiring analytical interpretive, evaluative, and constructive thinking to determine innovative or optimal solutions daily.
  • Directs knowledge of the principles and practices of supervision to participate in decisions on hiring, retention, discipline, and other personnel matters; supervises and manages activities of staff that includes determining work procedures and schedules and developing methods for expediting workflow; approves employee requests for leave and overtime as required by operational necessity; evaluates employee performance; coaches and counsels staff to achieve improved performance and productivity; recommends corrective disciplinary action as needed; identifies individual training needs in order to achieve greater departmental performance and productivity.
  • Establishes and maintains effective working relationships with internal and external partners; serves as liaison between the Sheriff’s Office and other federal, state, and local law enforcement and emergency services agencies, the media, other criminal justice agencies, and the general public; represents Sheriff's Office through appearances before community organizations, public groups, or other community functions; serves as contact or spokesperson in providing information to the media, fielding complaints from the public, or similar activities.
  • Responds to emergency situations, assumes incident command, and provides technical expertise to ensure that all aspects of the situation are managed in a proper and legal manner; remains calm and performs effectively under stressful conditions.
  • Proficiently utilizes police related equipment as warranted, such as cameras, weapons, radios, driving of emergency vehicles, tear gas and gas mask, and self-contained breathing apparatus (SCBA).
  • Conducts inspections of staff, equipment, and documentation of activities.
  • Assumes responsibilities of the Sheriff or other Division Captains in his/her absence.
  • Performs other related duties as required or assigned.

TRAINING AND PROFESSIONAL EXPERIENCE QUALIFICATIONS

  • High school diploma or equivalent and a minimum of 60 college credits.
  • Ten (10) years of experience in law enforcement, of which at least five (5) years must have been in the public sector.
  • Five (5) years of experience supervising law enforcement employees.
  • Citizen of the United States.
  • Appointment will be conditional upon successful completion of a criminal background check resulting in no felony convictions in any jurisdiction unless the judgment or conviction has been reversed or a complete pardon has been granted.
  • Fingerprinting will be kept on file for identification purposes.
  • Position will be subject to pre-hire, random, and post-accident drug and alcohol testing during the course of employment.
  • Position will require a pre-employment physical.
  • Position will require a psychological examination.
  • Possess and maintain a valid driver's license and acceptable driving record.
  • Possess Wisconsin Law Enforcement Certification or obtain certification within twelve (12) months of hire and maintain certification thereafter.
  • As a condition of continued employment, attend 24 hours of annual ongoing training in law enforcement/corrections.

DESIRED TRAINING AND PROFESSIONAL EXPERIENCE QUALIFICATIONS

  • Associate degree in criminal justice, business or public administration, corrections, law enforcement, criminology, social/behavior sciences, or a related field.
  • Wisconsin Basic Jail Officer training completion.
  • Executive level training such as Federal Bureau of Investigation National Academy or the Northwestern School of Police Staff and Command.
  • Experience or training in personal computer use.
  • Paid or volunteer experience with a professional organization that provides training in a relevant service-related field.
