Responsibilities include but are not limited to:
Recognized as a telecommunications expert, providing strategic guidance and technical leadership in the planning, design, implementation, and maintenance of complex telecom infrastructure.
Possesses in-depth knowledge of various telecom technologies (voice, data, video systems), network protocols, and security standards, and leads/mentors a team of Telecom Engineers and Technicians.
Conducts needs assessments, analyzes requirements, and develops comprehensive telecom solutions aligned with business objectives and industry best practices.
Oversees the design, implementation, and maintenance of telecom infrastructure (e.g., PBX, VoIP, unified communications, video conferencing), ensuring optimal performance, scalability, security, and reliability.
Evaluates emerging telecom technologies and trends for innovation, provides expert-level support for complex issues, and contributes to policy development and disaster recovery planning, while providing direction and mentorship to subordinate staff.
Minimum Qualifications:
Bachelor’s degree in Telecommunications Engineering, Electrical Engineering; an IT-related discipline; or a related field or 4 additional years’ experience may be exchanged in lieu of a bachelor’s degree.
9+ years of experience with 5+ years of position-specific relevant experience.
In-depth knowledge of telecommunications technologies, systems, and protocols (e.g., VoIP, SIP, TCP/IP, QoS), with extensive experience in PBX, VoIP, and unified communications systems.
Hands-on experience with telecom equipment (routers, switches, gateways, etc.), including network design, architecture, and infrastructure management and maintenance.
Strong ability to troubleshoot and resolve telecom-related issues, coupled with knowledge of network monitoring, performance optimization techniques, and telecom security best practices.
Understanding of relevant telecom regulations and compliance requirements, with experience in developing and implementing telecom policies, strategies, conducting needs assessments, and feasibility studies.
DoD 8570.01-M IAT Level II certification within 6 months of commencing work on the Task Order.
Desired Qualifications:
Master's degree in Telecommunications Engineering, Electrical Engineering, or a related field.
Experience in tactical communications systems, sensor applications, telecommunications backhaul, and narrowband/wideband/broadband communications networks and architectures.
Knowledge of emerging telecom technologies (e.g., 5G, SD-WAN, cloud communications), network automation, and orchestration.
Experience in managing telecom projects, including negotiating and managing telecom vendor contracts, and knowledge of project management methodologies.
Relevant certifications such as Cisco Certified Network Professional (CCNP) – Voice or Collaboration, Avaya Certified Expert (ACE), or ITIL Foundation certificate or higher. Experience at a DoD Combatant Command or a component is desired.
Clearance Requirements:
Must have an active Secret clearance.
Physical Requirements:
Must be able to remain in a stationary position 50%.
Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine and computer printer.
The person in this position frequently communicates with co-workers, management and customers, which may involve delivering presentations. Must be able to exchange accurate information in these situations.
