Position Summary
The Site Security Officer (SSO) is responsible for managing the USCG District 14 SCIF in Honolulu, HI, and providing Sensitive Compartmented Information (SCI) Security Management in support of operational projects, secure facility accreditation, and ongoing maintenance. This includes oversight of SCI security functions, certification of visitor clearances, compliance with ICD 704/705 and Coast Guard security policies, and serving as the SCI security point of contact for all District 14 projects. The SSO will also develop and maintain SOPs, Emergency Action Plans (EAPs), and accreditation documentation to ensure continued compliance and operational readiness. This position requires onsite presence in Honolulu, HI.
Duties shall include, but are not limited to the following:
- Establish and maintain District 14 SCI directives, regulations, manuals, and guidelines.
- Conduct SCI indoctrinations, continuing education briefings, and debriefs for personnel, reserve units, and contractors.
- Maintain accurate SCI records in the Integrated Security Management System (ISMS).
- Provide guidance and support for all SCI-related inquiries.
- Administer the Industrial Security Program for District 14; ensure contracts include appropriate security clauses.
- Account for, control, transmit, transport, package, safeguard, and destroy SCI materials.
- Operate and issue SCIF access badges; monitor intrusion detection systems (IDS) and coordinate alarms and response tests.
- Track, update, and maintain GSA containers and SCIF door security, including combo changes and documentation.
- Comply with and support security assistance visits, inspections, and compliance reviews.
- Provide mitigation plans for potential Organizational Conflicts of Interest (OCI) and report to the COR.
- Manage construction security programs, administrative oversight, and surveillance operations related to SCIF projects.
- Provide documentation and guidance to ensure successful accreditation and ongoing compliance.
Position Qualifications
- Active U.S. Top Secret security clearance with SCI eligibility; U.S. Citizen.
- Substantial experience in SCIF construction, maintenance, intelligence/counterintelligence operations, technical surveillance countermeasures, physical security, or a combination.
- Direct experience as a Physical Security SSO.
- Knowledge of security concepts, principles, regulations, and policies across personnel, information, and technical security domains.
- Experience with at least three ICD 705 projects.
- ASIS certification
- Read, speak, and understand the English language fluently.
- Expert experience using Microsoft Office Suite and Adobe tools and systems to include Excel, Project, Teams, SharePoint, Word, and PowerPoint.
- Completion of initial and ongoing security training is required.
- Must meet client suitability.
