Sierra7, Inc. is seeking a highly experienced and technically proficient Subject Matter Expert – Software Product Management Lead (SME-SPML) to provide leadership, strategic direction, and technical oversight for the development, deployment, enhancement, and sustainment of Defense Casualty Information Processing System (DCIPS) Future – a high-impact information system hosted in MC&FP’s AWS GovCloud environment. The SME-SPML will lead cross-functional agile product teams, support program execution in alignment with DoD Cyber Workforce Framework (DCWF) mandates, and ensure delivery of a secure, scalable, and user-centric solution that meets critical mission needs across multiple military services.
The SME-SPML will support the delivery of a fully operational DCIPS Future system that addresses shortcomings in legacy DCIPS—including lack of mobile support, limited BI capabilities, and inadequate failover—and meets the statutory requirements for timely and accurate notifications in casualty events. This includes architecting and deploying modern capabilities in coordination with cybersecurity, IT operations, and MC&FP AWS GovCloud support contractors.
Possessing an active DOD Secret Clearance is required to be considered for this position.
- Proficient in communicating and presenting product backlogs, metrics, strategies, and roadmaps to technical scrum teams and non-technical stakeholders.
- Proficient in defining epics, user stories, and acceptance criteria aligned with business and end-user needs.
- Active DoD Secret clearance.
Education and experience:
- Bachelor’s degree in STEM (Science, Technology, Engineering, or Math) or related field.
- 12+ years of experience in DoD software architecture and development, including multi-service (Army, Navy, USAF, USMC, USCG) systems.
- 9+ years of experience managing end-to-end Agile software development lifecycle (SDLC), product releases, and backlog refinement.
- Agile certifications such as PMI-ACP, Certified Scrum Product Owner (CSPO), or SAFe Product Owner/Manager.
- Experience supporting DoD Casualty and Mortuary Affairs (CMA) mission areas or similar sensitive, high-reliability programs.
- 3+ years of hands-on experience in AWS GovCloud, with understanding of DoD Cloud Computing Security Requirements Guide (SRG) levels
