Duties

  • Provides a full range of mental health services to typical and atypical cases in areas of patient treatment assignment, consistent with approved clinical scope and type of hospital appointment, with evidence of acceptable work quality by satisfactory supervisory peer case review ratings. A full range refers to counselling/psychotherapy, clinical assessment, interviewing, therapeutic programming, case management, team participation, chart documentation, and specialized techniques appropriate to specific treatment assignment area. Complies with established service policies and response to requests for patient treatment services in a timely manner. Timely refers to initiation and completion of services within timelines that are compliant with VA directive.
  • Complies with the NASW Code of Ethics and maintains professional knowledge and skills by receiving continuing education that satisfies state licensing requirements. Complies with national and local performance measures including timely health care screening and completion of clinical reminders for all patients.
  • May serve on Medical Center, VISN, and/or National VA committees or task forces specifically relating to diagnosis, assessment, and/or treatment issues associated with the Mental Health Service.
  • Represents the Medical Center, VISN 10, or VACO at professional programs and/or events, or on VA or community committees or work groups addressing Mental Health Clinic, or other areas of psychological practice, including where relevant to addressing issues of culturally competent services.
  • Coordinate and provide direct supervision for the MH RRTP staff.
  • Initiate appropriate disciplinary actions as indicated.
  • Manage/coordinate the leave schedule for MH RRTP employees.
  • Identify training needs as appropriate and arrange for necessary trainings for employees.
  • Coordinate and assist with walk-in, same day screening, and crisis intervention.
  • Coordinate the efforts of the MH RRTP teams and the accomplishment of routine Team goals.
  • Review Bed Management System (BMS) reports frequently as needed to monitor access and census.
  • Assign and monitor MHTCs and MHTC responsibilities as appropriate.
  • Responsible for appropriately addressing patient complaints.
  • Create and update appropriate policies and Standard Operating Procedures pertaining to the MH RRTP.
  • Coordinate programming to ensure compliance with minimal hours of programming across MH RRTP.
  • Prepare the MH RRTP operations for appropriate surveys, inspections, and audits.
  • Other duties as assigned.
Work Schedule: Monday-Friday, 8:00am-4:30pm
Pay: Competitive salary and regular salary increases.
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education. Must have a Master's degree in Social Work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a Masters of Social Work.
  • Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
    • Exception. VHA may waive the licensure or certification requirement for persons who are otherwise qualified, pending completion of state prerequisites for licensure/certification examinations. This exception only applies at the GS-9 grade level. For the GS-11 grade level and above, the candidate must be licensed or certified. At the time of appointment, the supervisor, chief social work or social work executive will provide the unlicensed/uncertified social worker with the written requirements for licensure or certification, including the time by which the license or certification must be obtained and the consequences for not becoming licensed or certified by the deadline.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations:
Social Worker (Program Coordinator), GS-13

Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.

Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.

Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs.
(a) Skill in coordinating and implementing one or more specialty program(s), across the facility.
(b) Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive.
(c) Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
(d) Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.
(e) Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
(f) Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.(g) Knowledge of organizational structure and impact on program operations.

Physical Requirements: Work is mostly sedentary; however, there will be some periods of walking. Work is primarily performed in an office setting located at the Dayton VA Medical Center. The duties of supervising and provision of mental health services may be achieved from this primary location. Work requires reaching, lifting, turning, or moving hands, arms, feet, and legs to operate hand and foot controls. Must follow prescribed safety procedures using appropriate lifting methods and body mechanics for heavy lifting or moving of heavy objects. For the clinical portion of the work, the incumbent will be required to assist patients with a variety of medical/psychiatric conditions and/or disabilities. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations, operative/invasive procedures, or home settings. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. Some of the duties may be conducted via telehealth technologies but whenever necessary, the incumbent may be required to be physically present. Thus, occasional travel may be required to the 4 CBOCs under Dayton VA Medical Center. A valid driver's license is required and for official travel, the incumbent must be open to operating a government vehicle when available.
