General Description:
This position serves as the Deputy Director of Human Resources and is responsible for overseeing all aspects of the human resources function within the Office of the Secretary of State. This includes developing and implementing HR strategies and initiatives aligned with the Agency’s strategic plan, managing talent acquisition, employee relations, performance management, training and development, compensation and benefits, and compliance with labor laws. The Deputy Director of HR is a strategic partner to leadership and fosters a high-performance, employee-centric culture.
Essential Functions:
- Develop and execute HR strategies aligned with the Agency’s goals and objectives.
- Lead workforce planning and talent acquisition to attract top talent.
- Oversee and direct human resources programs such as employment, classification, payroll, benefits, workers’ compensation, contingency workforce, security and parking.
- Counsels Agency staff on issues, rules, and regulations relating to HR policies and procedures.
- Oversee employee relations, conflict resolution, and investigations.
- Oversee HR automated systems and records, the analysis of HR reports, and reporting procedures.
- Design and implement performance management processes and systems.
- Ensure legal compliance with federal, state, and local employment laws and regulations.
- Plans, develops, reviews, revises, administers, and evaluates HR policies and procedures, correspondence, directives, and publications.
- Oversee training and development programs to enhance employee skills and leadership capabilities.
- Serve as a key advisor to executives on organizational development and change management.
- Monitor HR metrics and analytics to inform decision-making.
- Lead and mentor the HR team to ensure high performance and professional development.
- Performs related work as assigned.
Required Qualifications:
- Bachelor’s degree in Human Resources, Business Administration, or related field.
- Minimum of 8–10 years of progressive HR experience, with at least 5 years in a leadership role.
- Minimum 5 years of public service with the state of Texas.
- In-depth knowledge of labor laws and HR best practices.
- Strong leadership, interpersonal, and communication skills.
- Proven ability to develop and implement effective HR strategies and initiatives.
- Experience in change management and organizational development.
- Experience using Microsoft Word, Excel, PowerPoint, Outlook, and TEAMS.
- Experience in the Centralized Accounting Payroll Personnel System (CAPPS) and other state automated databases, applicant tracking systems, and online systems.
Preferred Qualifications:
- Master’s degree in Human Resources, Business Administration, or related field.
- SHRM-CP, SHRM-SCP, PHR, or SPHR certification.

- Knowledge of Federal, State, and Local laws, statutes, and regulations governing personnel activities.

- Knowledge of training and development programs, and health and wellness programs.
- Skill in long-range and short-range planning.
- Skill in conducting interviews, using computers, and human resources related software applications.

- Ability to establish program goals and objectives that support the strategic plan.
- Ability to maintain effective working relationships within and outside the Agency.
- Ability to identify issues, evaluate alternatives, and implement solutions.

- Ability to communicate effectively, both orally and in writing.
- Ability to plan, assign, and supervise the work of others.
Physical Requirements / Working Conditions:
- Work is generally performed in a sedentary office setting, involving sitting, standing, or walking to perform job duties.
- Work hours are 8:00 AM – 5:00 PM, 40-hour week, Monday – Friday. May occasionally be required to work additional hours, evenings, weekends, or holidays.
- Work requires the stamina to maintain attention to detail despite constant interruptions.
- Work requires extensive use of a personal computer and telephone.
- This position may periodically require the ability lift, carry, move and/or set up equipment and materials weighing up to 20 pounds.
