Job Summary:
Provide pre and post-award sponsored activities to CSU Land Grant program’s faculty and staff, including, but not limited to project administration, regulatory compliance and fiscal management, proposal development, budget development, and proposal submission.

Provide pre and post-award sponsored activities to CSU Land Grant program’s faculty and staff, including, but not limited to project administration, regulatory compliance and fiscal management, proposal development, budget development, and proposal submission.
Essential Duties and Responsibilities:
- Review, analyze and negotiate award documents.
- Review and assist with land grant proposal submissions.
- Manage the fiscal administration of sponsored projects, including the determination of allowability of costs, the application of the appropriate regulations and policies, the invoicing and collection of revenues, the documenting and reporting of cost share.
- Maintain a thorough knowledge of regulations applications applicable to sponsored programs administration – federal, state, and private. This includes Uniform Guidance for federal grants and contracts and United States Department of Agriculture specific rules, regulations, and policies. Also maintain a thorough knowledge of University policies concerning sponsored programs, intellectual property, compliance, and other related issues.
- Develop, negotiate, establish, and monitor subcontracts under prime externally sponsored projects.
- Coordinate with the Legal Counsel, Director, Office of Sponsored Programs and Research, Deans, faculty, and sponsors to develop and negotiate the terms and conditions, including IP issues, of complex legal agreements.
- Monitor to ensure that technical reporting is being performed.
- Coordinate with the Office of the Controller and with departmental faculty and staff in the billing of external sponsors, the collection of revenue, and participation in sponsor audits as needed.
- Act as an administrative point of contact for sponsored projects in coordinating with other university Divisions particularly Administration and Finance.
- Reconciles accounts to ensure compliance with sponsor guidelines.
- Maintain archives and records that adhere to sponsor retention schedules.
- Provide back-up support Associate Director and Director of Sponsored Programs on Land grant activities.
- Prepare and submit financial reports to external sponsors.
- Review all expenditures to ensure compliance with university and sponsor.
- Maintain records of time and effort reporting documents.
- Conducts internal audits to ensure compliance with university and sponsor policies and procedures. Assist with gathering data for external audits.
- Maintain personnel database for each land grant project.
- Participate in regional and national professional organizations to maintain current and timely knowledge of changing regulations.
- Conduct and/or participate in presentations and workshops on issues related to the administration of sponsored programs at local, regional, and national meetings.
- Conduct and/or participate in Division or University presentations and workshops on issues related to the administration of sponsored programs.
- Assist in the training and education of faculty and staff in budget development, narrative development, electronic submission, and fiscal management.
- Assist Associate Director and Assistant Vice President in communicating policies and procedures to land grant faculty and staff.
- Aid with special projects as needed.
Minimum Qualifications
Knowledge, Skills, and Abilities:
- Participate in regional and national professional organizations to maintain a current and timely knowledge of changing regulations.
- Conduct and/ or participate in presentations and workshops on issues related to the administration of sponsored programs at local, regional, and national meetings.
- Conduct and/ or participate in Division or University presentations and workshops on issues related to the administration of sponsored programs.
- Assist in the training and education of faculty and staff in budget development, narrative development, electronic submission, and fiscal management.
- Assist Director in communicating policies and procedures to land grant faculty and staff.
- Provide assistance with special projects as needed.
Minimum Qualification:
- Bachelor’s degree in Research Administration, Business Administration or related field or 5 years of experience in higher education research administration.
- Effective negotiating and decision-making skills; excellent communication and interpersonal skills; ability to work with diverse groups of individuals; strong organizational skills to manage multiple projects independently.
- CRA or similar certification.
- Experience in using Banner educational management software, particularly the grants management module.
