Under the general direction of the Staff Service Manager (SSM) III, the SSM II (Supervisory) will supervise a team of professional staff providing administrative support to contract managers located in Sacramento office and those supporting the California High Speed Rail Authority’s (Authority) mission. The SSM II will work in conjunction with the Authority directors, managers, and staff to ensure that assigned statewide contracts and agreements are administered and managed in accordance with the Authority policies and procedures, the State Administrative Manual (SAM), the State Contracting Manual (SCM), Prompt Payment Act, the California Government Codes (GC), and California Department of Human Resources policies and procedures. The SSM II will serve as a subject matter expert and will perform a variety of complex tasks, requiring a high degree of independent action, initiative, discretion, and tact to ensure the efficient and effective functioning of the Contract Management Administrative Support Branch. The work requires extensive knowledge of SAM, the SCM, and the California Department of Human Resources, contract laws and rules, and the civil service process, as well as departmental policies and procedures as they relate to contract management. The SSM II will assist with cradle to the grave contracting, as needed, to support the Authority’s mission.
