Job Description:
In this position as a Subject Matter Expert - IT Financial Compliance, you will lead critical efforts in financial audit response, internal control sustainment, IT financial management, and CIO compliance. In this position, you will also:
- Partner with the Finance and Accounting Division, IT Directorate, and external auditors to document and maintain SOPs, execute internal control testing, and develop corrective action plans (CAPs) to address audit and compliance issues.
- Facilitate audit walkthroughs, manage the Audit Response Center, and ensure the timely and accurate submission of all supporting documentation to auditors.
- Monitor service provider agreements, support Memoranda of Agreement (MOA) reviews, and maintain dashboards to track audit metrics and sustainment progress.
- Support the agency's risk management and internal control program, including risk identification sessions, Statement of Assurance deliverable reviews, and entity-level control testing.
- Oversee financial operations within the IT Directorate including spend plan development, invoice reconciliation, acquisition package tracking, and budget submissions for POM, BES, and the President's Budget.
- Maintain financial dashboards, assist with capital asset tracking, and ensure audit readiness for IT-related financial systems and transactions.
- Support CIO compliance activities, including reporting and system administration for DITIP/SNaP-IT, DITPR/SITR, DCIM, IBF-DAP, eMASS, and ITPR.
- Prepare DoD IT budget exhibits, Privacy Impact Assessments, and Defense Business System certifications, ensuring alignment with all applicable federal and DoD regulations.
Required Skills:
- Bachelor's degree in Accounting, Finance, Business, or a related field.
- 10 years of experience in IT and program management.
- 7 years of experience in DoD IT investment portfolio management, strategic planning, and regulatory compliance.
- Active CDFM Certification.
Desired Skills:
- Familiarity with federal financial management practices, internal controls, and audit response strategies.
- Knowledge of GAAP, FASAB standards, OMB Circulars, and DoD Financial Management Regulation.
- Experience with financial systems and DoD IT reporting tools such as DAI, DCAS, JICAP, DITIP/SNaP-IT, and DITPR.
- Ability to develop and manage corrective action plans, financial dashboards, spend plans, and reconciliations.
- Experience supporting CIO compliance frameworks, Defense Business System certification, and capital asset tracking.
- Skilled in preparing SOPs, audit documentation, and financial exhibits for cross-functional teams and senior leadership.
At Blake Willson Group, we believe in transparency and fairness in compensation practices. For this position, we offer a competitive salary range of $160,000 to $190,000 in the United States. Your individual salary within this range will be determined by various factors, including but not limited to your education, experience, skills, and geographic location.
