NOTE: This position is not a remote position. Employee must come into the office five days a week.

GENERAL DESCRIPTION:

The Texas Department of Housing and Community Affairs (TDHCA) is seeking an experienced Salesforce Developer to design, develop, and implement customized solutions on the Salesforce platform. This senior-level role involves leading programming projects, maintaining and improving current systems, designing robust software solutions, and ensuring adherence to agency coding standards. The developer will provide technical guidance throughout requirements gathering, design, testing, and deployment, as well as maintain and support existing applications. The position requires minimal supervision, offering significant latitude for independent judgment and decision-making. A strong understanding of Salesforce best practices, customization, and integration capabilities is essential. Knowledge of Microsoft Power Apps and Power BI is a plus.

SPECIFIC JOB RESPONSIBILITIES:

  • Serves as a Salesforce developer/Administrator for TDHCA’s MultiFamily, Real Estate Analysis, Asset Management, and Compliance divisions.
  • Designs, develops, and implements software solutions, including diagrams and flowcharts representing operations and data flow.
  • Analyzes users’ needs and gathers information from agency business teams to develop software requirements and design specifications.
  • Writes SQL to extract and interface data between systems and to modify database objects in development and test environments.
  • Coordinates and/or performs complex coding, testing, and debugging of applications as outlined by system requirements.
  • Writes test plans and prepares test data.
  • Participates in and leads prototype demonstrations of systems in development.
  • Leads or participates in development projects and tasks, interacting with agency staff throughout all stages of the software development life cycle.
  • Performs work on programming projects, including those that are highly complex or large in scale.
  • Writes and maintains technical documentation.
  • Maintains and enhances programming and IT knowledge and skills.
  • Provides training and technical assistance to other Division staff.

Qualifications

EDUCATION/EXPERIENCE:

  • Graduation from an accredited four-year college or university with major course work in computer science and an emphasis on software development. Bachelor’s degree may be substituted for the two of the required four years of work experience.
  • Must have at least one of the following Salesforce Certifications: Administrator, Advanced Administrator, Platform App Builder, Platform Developer I, Platform Developer II, Integration Architect, Data Architect, Application Architect, System Architect, Development Lifecycle and Deployment Architect, or Technical Architect.
  • Four years of work experience in software development positions building and maintaining custom Salesforce applications. (1) Proven experience as a Salesforce Developer, with strong knowledge of Salesforce customization, configuration, and integration capabilities, (2) Experience designing and developing software solutions, including workflow automation, data modeling, and system integration, (3) Familiarity with Microsoft Power Apps and Power BI (preferred), (4) Ability to lead and participate in large-scale, complex programming projects, and (5) Experience integrating Salesforce with other systems using various middleware applications and API’s.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Extensive knowledge of and experience with programming in Salesforce platform. Design, develop, and deploy customized Salesforce solutions.
  • Proficient in Salesforce-specific programming languages and tools: (1) Apex: Ability to write efficient, scalable, and secure Apex classes and triggers, (2) Visualforce: Experience creating custom UI components and pages, (3) Lightning Web Components (LWC): Hands-on experience building responsive, modern interfaces, (4) SOQL/SOSL: Strong understanding of Salesforce Object Query Language and Search Language, and/or (5) Other tools frequently used in the development and integration of Salesforce applications
  • Manage Salesforce configurations including custom objects, fields, workflows, validation rules, and reports.
  • Stay current with Salesforce releases and assess impacts to current functionality.
  • Extensive knowledge of the principles, practices, and techniques of computer programming and systems analysis; of computer operations procedures and systems; and of computer programming languages.
  • Skill in developing software in Windows, Unix, and Unix-like operating systems; knowledge of operating system security, file systems, and scheduling utilities; and experience in Unix shell scripting.
  • Considerable skill in analyzing problems and devising effective solutions; evaluating information and business processes; coding, testing, and debugging computer programs; and communicating effectively.
  • Skill in planning, organizing, and coordinating work assignments to meet frequent and multiple deadlines, in handling multiple tasks simultaneously, and in managing conflicting priorities and demands.
  • Skill in effective verbal and written communication of complex technical information to people of varying technical backgrounds.
  • Ability to establish and maintain good, professional working relationships with co-workers, management, agency staff, and external contacts.
  • Experience working in an Agile framework for software development.
  • Strong problem-solving and critical thinking skills.
  • Ability to communicate effectively and supervise the work of others.

OTHER PREFERRED SKILLS:

  • Knowledge of the principles, practices, and techniques of developing in Oracle PL/SQL or Java programming languages.
  • Knowledge of and experience with XHTML, CSS, JavaScript, web page layout, usability, and accessibility principles.

OTHER REQUIREMENTS:

  • Typical office work environment.
  • This is not a remote position. It requires working on-site, five days a week. Interviews for this position are also conducted in-person.
  • The agency does not provide relocation assistance.
  • The candidate should be authorized to work in the US.
  • Must be able to use computer for long periods of time.

Must be willing to work in a non-smoking environment and adhere to all applicable Department policies and procedures. Must be willing to work overtime, if necessary, which may include nights and weekends. Must attend work regularly and adhere to approved work schedule.
