Budget Analyst II

Performs moderately complex (journey level) budget preparation and analysis work. This position assists, prepares, and analyzes operating budgets; compiles financial data and reports relating to budgetary activities; assists, prepares and revises biennial appropriations requests, and provides technical advice and assistance to agency staff on budgetary matters. Works under general direction with limited latitude for the use of initiative and independent judgment. 

 

This position:

·         Reviews both financial and operating budget reports submitted for accuracy and for pointing out those areas where more appropriate use of funds can be made and necessary fund transfers

·         Assist in monitoring and analyzing operating budgets to determine funding authority and availability

·         Provides advice and assistance to operating managers on financial planning and management, ways to better utilize funds and personnel, improvement of management accountability, and efficient means to reach program objectives       

·         Assists in the development of annual operating budget, budget policies, procedures, and instructions

·         Assists in the preparation of the biennial legislative appropriations request

·         Assists with preparation of reports or responses for legislative inquiries

·         This position monitors compliance with General Appropriations Act

·         Prepares fiscal notes during legislative sessions

·         Assists in completion of the Annual Operating Budget

·         Assists in completion of the biennial Legislative Appropriations Request

·         Monitors operating budget and process personnel actions and purchase requests within allowable turn-around time

·         Performs other duties as assigned

 

Qualifications

 

This position requires: 

·         Graduation from an accredited four (4) year college or university with major course work in business, public administration, or in a field relative to assignment.

·         One (1) years’ experience in auditing, accounting, budget preparation and analysis, statistical analysis or policy development.

Note | substitution language: Education and experience relevant to position requirements may be substituted for one another on a year-for-year basis. 

 

Additional job details:

This position requires regular work attendance. The ideal candidate must be available for weekly meetings and group collaboration via Microsoft Teams and other applications during regular business hours.

 

Preferences for this position include:

·         Using Automated Budget and Evaluation System of Texas (ABEST), Centralized Accounting and Payroll/Personnel System (CAPPS), Uniform Statewide Accounting System (USAS).

·         Experience writing Fiscal Notes and/or cost impact statements.

 

This position requires demonstrated knowledge of:

·         State laws, rules, procedures, and regulations relevant to job requirements.

·         Texas state government budget principles, appropriations process, and financial systems

·         Accounting principles and practices

·         Capabilities and products of electronic data processing

 

This position requires demonstrated skill in:

·         Analyzing fiscal data and determining the need and best use of funds; to foresee types of reports and schedules which will be of assistance to the agency and Budget Office

·         Writing fiscal notes and/or cost impact statements

·         Advanced Analytical skills

·         Problem solving, decision making, and planning

·         Calculating budgets and performing mathematical formulas involved in these calculations

·         Performing research of complex information

·         Effective communicating technical information both verbally and in writing

·         Using Microsoft Office software applications, including Word, Excel, Outlook, and SharePoint.

·         Using personal computers sufficient to enter and extract data from related systems and programs, such as Centralized Accounting Payroll and Personnel (CAPPS) and other systems required to perform the job

 

This position requires the demonstrated ability to:

·         Apply critical thinking to analyze, consolidate and interpret budgetary activities

·         Express recommendations in a specific, concise, and understandable manner

·         Work effectively with others, and to apply an agency-wide perspective in analyzing data

·         Communicate and work effectively with a wide range of people with varied skills, knowledge, and backgrounds.

·         Maintain the confidentiality of sensitive information.

·         Analyze and solve work-related problems and work independently on a variety of administrative work and technical assignments.

·         Manage workload and priorities to meet necessary deadlines.

·         Work both independently and as a team player.

·         Gather, analyze, evaluate, and present expenditure data clearly and concisely

·         Analyze fiscal data and determine the need and best use of funds

·         Foresee types of reports and schedules which will be of assistance to the agency and Budget Office

·         Plan and organize work to produce timely and meaningful results
