BRIEF POSITION SUMMARY

Performs routine (journey-level) case management work. Responsible for providing case management and ongoing development of a directly supervised caseload of 20-60 mentor and cadet relationships during the full course of the 17-month program. Work involves developing and maintaining long term contact with cadets, cadets’ families, and mentors for the Texas Challenge Academy (TCA). Reports directly to the Program Coordinator and works under moderate supervision, with limited latitude for the use of initiative and independent judgment.

WORK HOURS: 40 hours a week, some weekends/holidays

 

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES

  • Provides ongoing case management and collaborates on the supervision of 20-60 cases keeping designated Recruiting, Placement, and Mentoring (RPM) staff informed of case statuses.
  • Interviews and screens for potential program applicants.
  • Serves as a liaison between cadets, cadets’ families, and mentors.
  • Identifies problem areas, service gaps, and barriers to services for cadets, as directed.
  • Maintains case history and progress records and prepares reports and evaluations.
  • Monitors cadets’ progress.
  • Assists in coordinating mentor matching to facilitate early relationships with mentor/mentee casework.
  • Under the direction of Program Coordinator, directs cadet development of the Post-Residential Action Plan (PRAP).
  • Provides or assists the Program Coordinator in providing life skills and career development classes in accordance with the Cadet Performance Measurement Guide.
  • Provides cadets, and assists the Team Leaders in providing cadets, performance counseling and group behavioral assessments as scheduled on the daily training schedule.
  • Maintains consistent, monthly communication with each mentor.
  • Records and tracks monthly mentor and cadet contacts in the data reporting system.
  • Assesses, plans, and implements strategies to obtain required monthly contacts.
  • Assesses healthiness of relationships to ensure no injury to cadets is likely to occur.
  • Resolves conflicts that occur between the mentor and the mentee during the period of the match.
  • Forwards recommendations for mentors who wish to mentor again.
  • Participates in case management workshops annually.
  • Observes all program policies and guidelines.
  • Attends relevant training to maintain the essential functions of the position.
  • Attends work regularly and observes approved work hours in accordance with agency state employee policies & procedures handbook
  • May be required to perform duty in support of national emergencies, disasters, and other missions, to include holidays and weekends.
  • Performs other work as assigned.
 

Qualifications

 

MINIMUM QUALIFICATIONS

EDUCATION:

  • Graduation from a standard senior high school or equivalent is required.

PREFERRED EDUCATION:

  • College course work with a concentration in human services, social work, sociology, rehabilitation, or a related area is preferred.

EXPERIENCE:

  • Two (2) years of full-time work experience or one (1) year of prior experience working for the Texas ChalleNGe Academy is required.
  • Experience using Microsoft applications to include Microsoft Outlook, Word and Excel is required.

PREFERRED EXPERIENCE:

  • Experience working with emotionally/behaviorally at-risk youth is preferred.
  • Experience performing case management, social services or closely related social/human services work supporting or administering public assistance or community service programs (e.g., crisis lines, outreach/education programs, counseling, residential care facilities, etc.) is strongly preferred.
  • Former employment by a Youth Challenge Academy is preferred.
  • Experience enforcing standards, policies, and procedures is preferred.
  • Experience using professional telephone etiquette and interview skills is preferred.
  • Bilingual English/Spanish communication skills are preferred.

SUBSTITUTION:

  • Post-secondary education may substitute for the required experience on a year-per-year basis.

 

REGISTRATION, CERTIFICATION OR LICENSURE:

  • First Aid and CPR certifications are required or ability to obtain such certification within 6 months of hire.
  • Valid driver’s license is required. *The ability to obtain a Texas Driver’s License will be required within first 30 days of employment. A satisfactory driving record is required for driving state or federal vehicles to conduct agency business.

 

OTHER REQUIREMENTS: 

  • Background Investigation. Selected candidate must pass a federal security background investigation and complete and submit the Office of Personnel Management (OPM) Standard Form (SF) 86. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. Completed forms are submitted to the OPM for the background investigations.
  • Eligibility to Work in the U.S.  The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization. All offers of employment are contingent upon the candidate having and maintaining legal authorization to work in the United States. Failure to present such authorization within the time specified by the U.S. Department of Labor will result in the offer being rescinded.
  • Sponsorship.  Candidates must be eligible to work in the United States without requiring sponsorship.

PHYSICAL/WORKING CONDITIONS

Work is typically performed in a sedentary office setting involving sitting, standing or walking to perform job duties. Work requires extensive use of a computer and telephone. This position may periodically require the ability to lift, carry, move and/or set up equipment and materials that weigh up to 40 pounds. Requires approximately 10% travel.

NOTE: Texas ChalleNGe Academy is a smoke-free environment. Smoking and/or the use of tobacco is prohibited within the facility.
