TPWD MISSION

To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

GENERAL DESCRIPTION:

Under the direction of the Local Park Grant Manager, the Local Park Stewardship Coordinator performs highly complex level (senior-level) compliance analysis work including grant development and administration work involving preparing, maintaining, and reporting of grants; evaluating grant applications to determine appropriateness of grant or compliance with requirements and standards; monitoring grant awards; and serving as a liaison between funding sources and the state or federal government. Performs site inspections of fund-assisted recreation facilities throughout the State.  May supervise work of others.  Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.  Performs additional duties as assigned.  Complies with all Agency, Division and Branch rules, regulations and procedures.

 

Qualifications

 

MINIMUM QUALIFICATIONS:

Education:

Graduation from an accredited college or university with a Bachelor’s degree.

 

Experience:

Three years experience in geographic information systems (GIS)-based programs, Park and Recreation Planning, Natural Resource Management, or Grants Administration with federal, state, or local governments.

 

Licensure:

Applicant must possess a valid State driver's license.

NOTE: Retention of position contingent on obtaining and maintaining required license, trainings and certifications.

 

ACCEPTABLE SUBSTITUTIONS:

Education:

One additional year of the required experience in grant development, coordination, and administration work. may substitute for 30 semester hours of the required education, with a maximum substitution of 120 semester hours.

 

PREFERRED QUALIFICATIONS:

Education:      

Graduation from an accredited college or university with major coursework in public administration, parks and recreation management, Geographic information systems (GIS), or a closely-related field.

 

Experience:

Experience in project management with federal, state or local governments;

Experience in park public use planning and/or park construction requirements;

Experience with geospatial technology, web development, and/or database management.

 

Licensure:

National Recreation & Parks Association Certified Playground Inspector Certification;

Management Concepts Grant Management Certificate;

National Grants Management Association Certified Grants Management Specialist.

 

 

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of laws and regulations pertaining to federal and state grant administration;

Knowledge of project management principles;

Knowledge of business administration principles and practices;

Knowledge of budgeting processes;

Knowledge of program planning and development;

Knowledge of applicable laws, regulations, and permits dealing with park planning and construction using state and federal funds;

Skill in grant preparation, development, evaluation, and monitoring;

Skill in writing, reviewing and editing complex documents;

Skill in report writing;

Skill in budget development and monitoring;

Skill in the use of a computer, MS Office Suite, Adobe Pro, grant management software, and  ArcGIS,

Ability to evaluate fiscal data for reasonableness, necessity, and conformity with grant requirements;

Ability to oversee and/or supervise the work of others;

Ability to consistently interpret and enforce rules and regulations and State and Federal laws;

Ability to apply requirements and monitor compliance in the administration of State and Federal Grants;

Ability to manage workload to accommodate multiple projects and changing priorities;

Ability to resolve problems in highly technical and administrative situations;

Ability to meet deadlines;

Ability to communicate effectively;

Ability to obtain Management Concepts Grant Management Certificate or NGMA Certified Grant Management Specialist;

Ability to build professional relationships with colleagues, public officials, and the general public;

Ability to conduct work activities in accordance with TPWD safety program;

Ability to interpret guidelines, policies, procedures, and regulations.

 

WORKING CONDITIONS

Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday; alternative work schedule may be available;

Required to work on holidays, weekends and hours other than 8:00 a.m. to 5:00 p.m. as necessary;

Required to work overtime as necessary;

Required to perform work outdoors, occasionally in adverse weather conditions;

Must conform to TPWD dress and grooming standards, work rules and safety procedures;

Required to travel 30% with occasional overnight stays;

Required to operate a State vehicle;

Non-smoking environment in State buildings and vehicles.
