General Functions:
The Training Specialist recruits, engages, and enrolls prospective students into Career Development's Training Scholarships and Grants programs, supporting Alaska Native and American Indian job seekers in their educational and career advancement. This position assists applicants through eligibility determination, enrollment processes, and provides comprehensive support from initial assessment through job placement and retention. Working in partnership with our people, the Training Specialist develops opportunities that fulfill our endless potential by connecting participants with education and training resources. The role requires strong customer service skills, recruitment expertise, and dedication to helping participants overcome barriers to achieve successful educational and employment outcomes.
Duties and Responsibilities:

Training Specialist I

  • Recruit prospective students by developing and implementing internal and external recruitment strategies to meet enrollment goals.
  • Process and evaluate applications, maintain participant files, and facilitate student enrollment with training facilities and CITC programs.
  • Utilize student information systems and databases to track activities, document progress, manage communications, and monitor student status.
  • Maintain meaningful and regular contact with students to track progress toward graduation and successful program completion.
  • Participate in recruitment events including open houses, campus visits, college fairs, tours, and community outreach activities.
  • Partner with local colleges, schools, and training providers to develop training opportunities for job seekers.
  • Identify potential training and employment barriers, assisting participants in developing plans to overcome challenges.
  • Coordinate supportive services, life skills workshops, and referrals according to policy and procedure.
  • Conduct exit interviews for training completions, obtain certificates and credentials, and upload documentation to participant files.
  • Provide guidance on educational pathways and refer students to subsidized and unsubsidized job placement opportunities.
  • Assist job seekers in developing industry knowledge and understanding current employer requirements.
  • Maintain confidentiality according to HIPAA and other applicable regulations, policies, and procedures.
  • Perform all related duties as assigned.

Training Specialist II

  • Perform all duties and responsibilities of Training Specialist I with a higher level of proficiency.
  • Support Training Specialist I staff by answering questions, providing guidance and training, and making recommendations.
  • Maintain an active student caseload including Vocational Training, Tribal Higher Education, and Eklutna Grant students.
Job Specifications:

  • Ability to develop policies and procedures for recruiting and conflict resolution.
  • Knowledge of high-demand industries and current labor market trends.
  • Ability to respond effectively to inquiries or complaints from customers, regulatory agencies, or members of the business community.
  • Demonstrated ability to work collaboratively in a team atmosphere.
  • Demonstrated knowledge and understanding of the social, health, educational, training, and cultural needs of the Alaska Native and American Indian community.
Minimum Core Competencies:

Minimum Qualifications:
  • Continued employment is contingent upon completion of satisfactory state and federal fingerprint criminal background check.
  • Valid Alaska driver's license and insurable under CITC's automotive insurance, which requires a driver to be at least 21 years of age and have had a driver's license for at least three years.

Training Specialist I

  • High School Diploma or GED.
  • One (1) year of work experience that provides the necessary skills, knowledge, and abilities related to this position.

Training Specialist II

  • Associate degree in Education, Vocational Education, Human Resources, Business, Communication, or related field. Relevant experience may substitute for education requirement on a year-for-year basis.
  • Two (2) years of related work experience that provides the necessary skills, knowledge, and abilities related to this position.
Preferred Qualifications:
  • Experience working in a social services or non-profit setting.
Physical Requirements:
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
  • May require prolonged periods of sitting at a desk and consistently working on a computer with repetitive motion.
  • The need to occasionally move around the office to access filing cabinets, storage cabinets, and office equipment may be necessary.
  • Must be able to lift up to 25 pounds occasionally by utilizing proper lifting techniques and working in a safe manner.
