Job Description
The City of Naperville’s Water Utility is currently seeking a Water Utility Technician perform a variety of operational, maintenance, repair, and rehabilitation work duties and provide customer service to water and wastewater utility customers (including testing water quality, responding to pressure calls, high bill investigations, water distribution valve exercising, hydrant statics, water meter installations, b-box repairs, turn-ons/turn-offs for nonpayment, leak detection and correlation, and shutdowns for repairs to the water system. The Utility Technician troubleshoots and repairs the Water Utility’s AMI systems and advanced water meter program.
Experienced incumbents may perform duties assigned with greater independence, may provide direction to employees and contractors, and may possess some discretion to effectively and efficiently plan and prioritize work, and tools and materials needed to respond to calls each day.

Duties
- Provides a high level of customer service to water utility customers by responding to complaints about water quality, water pressure, and problems with valves. Advises utility customers on procedures, policy, and options available for the resolution of water utility service problems. Refers city-related water problems to appropriate personnel for resolution.
- Repairs, installs, tests, and replaces water meters. Accurately and timely enters meter and/or meter part numbers into City electronic work order and/or inventory systems. Assists contractors with meter testing.
- Locates and inspects the water system and appurtenances for the JULIE system, contractors, and construction and rehabilitation projects, including mapping and system analysis projects.
- Collects and analyzes water samples; performs routine water quality tests such as those for chlorine.
- Performs non-dig hydrant repairs, substantial repairs/partial replacements, and adjustments to b-boxes and valve boxes and auxiliary valves with and without mechanical assistance (including hand-digging up to a two-foot depth).
- Performs a large volume of watermain valving and/or mapping duties for GIS/CIP projects.
- Provides customers with water service activations and terminations for non-payment and reactivations as appropriate.
- Maintains accurate records of customer service complaints, activities, and results.
- Maintains buildings and grounds, inventories, and vehicles.
- Monitors work zones for unsafe conditions and takes corrective action when warranted. Reports such conditions to supervisor as appropriate. Adheres, at all times, to proper confined space procedures and other safety-related policies and practices. Practices safety procedures in the performance of all job duties.
- Locates underground water services and appurtenances for the division’s own operations and maintenance work.
- Assists with cross connection control.
- Thaws frozen water service lines.
- Reliably responds to emergencies after normal work hours and works overtime as needed.
- Performs all other duties as assigned.
Qualifications
Required
- Two years of responsible equipment operation or utility location and construction experience.
- A high school diploma or equivalent.
- A valid State of Illinois Class D driver’s license.
Preferred
- A valid Class D Certificate of Competency as a Public Water Supply Operator (issued by the Illinois Environmental Protection Agency).
- Previous mechanical maintenance experience/skills.
- Previous electrical experience/skills.
- Computer skills and keyboarding familiarity.
- Cross-Connection Control Device Inspector (CCCDI) certification highly preferred.
