Role Overview

The Senior Technical Project Manager will lead the end-to-end delivery of the NDP1 sovereign AI data centre technology programme. The role is responsible for coordinating the implementation of the ITSM, ITOM and AIOps platform, systems integration, security and compliance controls, and global network-management capabilities across the Singapore–Batam environment.

This is a senior delivery role requiring strong programme governance, technical understanding and stakeholder leadership. The successful candidate will manage multiple technical workstreams, vendors and dependencies through solution design, implementation, testing, operational readiness and transition to Day 2 support.

Key Responsibilities

Programme Delivery

• Own and maintain the integrated programme plan across all phases and workstreams.

• Define and control project milestones, dependencies, resources, deliverables and acceptance criteria.

• Drive delivery across ITSM, ITOM, AIOps, systems integration, security, compliance, data centre operations and network management.

• Coordinate internal teams, platform vendors, system integrators, subcontractors and specialist technology partners.

• Manage the programme through mobilisation, design, build, testing, go-live, stabilisation and transition to operations.

• Ensure the solution can scale from the initial deployment to the full NDP1 facility without avoidable redesign.

• Monitor delivery progress and take timely corrective action where milestones, quality or costs are at risk.

Governance and Reporting

• Establish the project governance structure, meeting cadence, reporting standards, decision forums and escalation paths.

• Provide weekly RAG reporting covering schedule, milestones, risks, issues, dependencies, decisions, resources and financial status.

• Maintain the project risk, issue, action, dependency, assumption and decision registers.

• Ensure all actions have clear owners, target dates and escalation points.

• Operate formal change control for variations to scope, schedule, cost, design or contractual deliverables.

• Prepare concise management updates, steering committee materials and decision papers.

• Escalate material delivery risks early, supported by clear impact assessments and recommended actions.

Technical and Integration Coordination

• Work with solution architects and technical leads to coordinate delivery across ITSM, CMDB, Discovery, AIOps, observability, orchestration, SecOps, GRC and network-management capabilities.

• Coordinate integrations with BMS, DCIM, NVIDIA UFM, SIEM/SOAR, identity services, observability tools, network platforms, DWDM and subsea monitoring systems.

• Ensure architecture documents, interface specifications, data flows, security controls and operational procedures are reviewed and approved.

• Track infrastructure readiness, access requirements, environment provisioning, data availability and third-party dependencies.

• Facilitate the resolution of cross-workstream design and integration issues.

• Ensure technical decisions are documented, communicated and implemented consistently across the programme.

Testing, Acceptance and Operational Readiness

• Own the master testing and acceptance schedule across FAT, SIT, SAT, UAT, performance, failover and security testing.

• Define test entry and exit criteria, defect-management processes and approval requirements for each phase.

• Ensure requirements are traceable to test cases, evidence and acceptance outcomes.

• Coordinate the resolution of defects and security findings before production release.

• Manage operational-readiness reviews covering runbooks, monitoring, support arrangements, escalation procedures, documentation and training.

• Ensure each contractual milestone is supported by complete acceptance evidence and formal sign-off.

• Coordinate cutover, go-live and stabilisation activities, including rollback and contingency planning.

Commercial, Vendor and Resource Management

• Manage project budgets, forecasts, resource plans, procurement dependencies and commercial milestones.

• Track vendor and subcontractor performance against agreed scope, timelines, service levels and quality standards.

• Validate that scope changes and additional effort are supported by documented impact assessments and approvals.

• Coordinate named project resources and ensure replacement personnel meet the required qualifications and experience.

• Support commercial discussions relating to implementation, licensing, training, warranty and Day 2 support.

• Confirm that deliverable acceptance aligns with contractual payment milestones.

• Maintain clear accountability across all vendors and workstreams.

Security, Compliance and Data Sovereignty

• Ensure project delivery incorporates applicable requirements under MAS TRM, MTCS SS584, ISO/IEC 27001, PDPA and NDP1 data-sovereignty controls.

• Coordinate security reviews, penetration testing, vulnerability remediation, audit evidence and compliance sign-offs.

• Ensure operational data, logs, access controls and integrations comply with approved residency, encryption and identity-governance requirements.

• Work with security and compliance specialists to maintain audit readiness throughout the programme.

• Ensure critical and high-severity findings are resolved within the agreed timelines before go-live.

Knowledge Transfer and Transition

• Ensure knowledge-transfer, training and handover activities are planned as part of the overall delivery schedule.

• Coordinate the development and approval of operating procedures, support runbooks and technical documentation.

• Confirm operational teams are trained and ready to support each phase before handover.

• Manage the transition from project delivery into warranty and Day 2support.

• Ensure open risks, issues and actions are formally transferred to the relevant operational owners.

Qualifications and Experience

Essential

• Bachelor’s degree in Information Technology, Engineering, Computer Science, Business or a related discipline.

• At least 10 years of project or programme management experience.

• Proven experience delivering complex enterprise technology, infrastructure or data centre programmes.

• Demonstrated experience managing multiple vendors and concurrent application, infrastructure, network, security and integration workstreams.

• Strong experience across the full project lifecycle, including planning, design, implementation, testing, cutover and transition to operations.

• Proven ability to manage schedules, budgets, resources, risks, dependencies, changes and executive reporting.

• Experience managing formal testing and acceptance processes, including SIT, UAT, security testing and operational-readiness reviews.

• Strong stakeholder-management skills across technical teams, operations, security, finance, procurement and senior management.

• PMP, PRINCE2 Practitioner or equivalent recognised project-management certification.

• Excellent written and verbal communication skills in English.

Preferred

• Experience delivering ITSM, ITOM, AIOps, CMDB, observability or service-operations platforms.

• Experience in data centre, critical infrastructure, telecommunications, cloud or managed-services environments.

• Familiarity with ServiceNow, OpenText, BMC, Broadcom or comparable enterprise service-management platforms.

• Understanding of integrations involving BMS, DCIM, SIEM/SOAR, identity services, network monitoring and infrastructure automation.

• Exposure to optical transport, DWDM, subsea cable or cross-border network programmes.

• Knowledge of MAS TRM, MTCS SS584, ISO/IEC 27001, PDPA or comparable regulatory frameworks.

• ITIL 4 Foundation or higher certification.

• Experience managing programmes across Singapore and Indonesia, including onshore and offshore delivery teams.

Technical Knowledge

The role does not require hands-on engineering expertise across every platform. However, the candidate must be able to understand technical dependencies, challenge delivery assumptions and translate technical issues into clear business decisions.

Working knowledge should include:

• ITSM processes, CMDB, Discovery, event management and service operations.

• AIOps concepts, including anomaly detection, event correlation, root-cause analysis and automation.

• Enterprise integration patterns, APIs, middleware and data-flow governance.

• Infrastructure, network and security architecture in high-availability environments.

• Data centre systems, operational technology and monitoring integration.

• Testing, release, cutover, disaster recovery and operational-readiness practices.

• Information security, audit, data residency and regulatory-control requirements.

• Full-time assignment to the programme, particularly during the core implementation phases.
