Schedule: 8:30 a.m.–5:00 p.m. Monday, Tuesday, Wednesday, and Friday; the agency is open from 8:30 a.m.–8:00 p.m. on Thursdays

Salary Range: $125,000–$145,000 annually, DOE
What You’ll Do: The Impact You’ll Make
As the Director of Human Resources, you will provide strategic leadership and oversight of Alcott’s Human Resources function. Reporting to the VP of Human Resources, you will lead the HR team and oversee employee relations, compliance, leave administration, workers’ compensation, talent acquisition, benefits, compensation, performance management, and organizational development.
Employee Relations and Compliance
- Lead employee relations: Manage employee complaints, workplace conflicts, and other complex personnel matters with professionalism, consistency, and sound judgment.
- Direct workplace investigations: Conduct and oversee investigations, document findings, assess risk, and recommend appropriate corrective action.
- Advise leadership: Provide guidance to executives and managers regarding corrective action, performance management, employee conduct, and termination decisions.
- Ensure legal compliance: Oversee compliance with federal, California, and local employment requirements, including wage and hour practices, protected leaves, and disability accommodations.
- Monitor workplace practices: Review timekeeping, overtime, and meal and rest period practices and address identified compliance concerns.
- Strengthen policies: Develop, update, and implement HR policies, procedures, and the employee handbook.
- Oversee HR audits: Direct audits of personnel files, employment documentation, required clearances, licenses, certifications, and employee training records.
- Support contract compliance: Oversee HR-related requirements under funding agreements and contracts and coordinate responses to internal and external audits.
- Partner with legal counsel: Coordinate employment matters, claims, agency inquiries, hearings, and other escalated concerns.
- Develop managers: Provide training on employee documentation, respectful workplace practices, employee relations, and compliance responsibilities.
- Maintain accountability: Manage compliance calendars and ensure corrective measures are tracked through completion.
- Support multiple locations: Conduct workplace investigations across Alcott facilities, including traveling to program sites as needed for interviews, information gathering, and investigation completion.
Leave Management and Workers’ Compensation Oversight
- Provide strategic oversight: Direct and support the Senior HR Generalist responsible for day-to-day leave administration and workers’ compensation coordination.
- Monitor case administration: Review case status, documentation, required notices, and deadlines to promote timely and consistent handling.
- Guide complex matters: Advise on protected leaves, disability accommodations, the interactive process, return-to-work decisions, and other escalated cases.
- Coordinate stakeholders: Work with leadership, legal counsel, claims administrators, Payroll, HR staff, and program management as appropriate.
- Improve processes: Analyze leave and workers’ compensation trends and recommend process improvements and prevention strategies.
- Establish accountability: Develop clear escalation procedures and expectations for timely case management.
Strategic HR Leadership and Operations
- Lead the HR team: Supervise HR staff and establish departmental priorities, service expectations, and performance accountability.
- Partner with executives: Support workforce planning, organizational changes, and strategic agency initiatives.

- Direct benefits administration, annual renewals, and employee communications.
- Guide compensation practices: Oversee compensation analysis, salary structures, and recommendations regarding pay decisions.
- Manage resources: Develop the HR budget and monitor departmental expenses.
- Strengthen HR operations: Improve HR systems, recordkeeping, confidentiality practices, and internal controls.
- Use data strategically: Analyze HR metrics and prepare executive-level reports with actionable recommendations.
- Promote cross-functional collaboration: Coordinate with Finance, Payroll, IT, and program leadership to improve HR processes and organizational controls.
- Lead key initiatives: Direct special HR projects and agency-wide organizational initiatives.

Talent Acquisition and Employee Development
- Direct recruitment: Supervise the Recruiter, establish hiring priorities, and monitor recruitment performance.
- Plan for workforce needs: Partner with leadership and hiring managers to identify staffing priorities and develop workforce plans.
- Improve hiring strategies: Provide guidance on recruitment practices, difficult-to-fill positions, and candidate sourcing strategies.
- Monitor recruitment results: Review time-to-fill, candidate pipeline, source-of-hire, and hiring outcome data to guide improvements.

- Support employee growth: Oversee training and development initiatives aligned with agency and workforce needs.
- Strengthen Alcott’s talent pipeline: Provide oversight of recruitment partnerships, employer branding, and internship initiatives.
What You’ll Bring: Your Qualifications
Education and Experience
- Bachelor’s degree in Human Resources, Business, or a related field. Additional relevant experience may substitute for the educational requirement on a year-for-year basis.
- A minimum of five years of progressive Human Resources experience, including HR leadership and staff supervision.
- Strong knowledge of California employment requirements, including wage and hour practices, protected leaves, and disability accommodations.
- Demonstrated experience managing complex employee relations matters and conducting workplace investigations.
- Experience advising leadership on corrective action, performance management, and employment decisions.
- Experience overseeing HR compliance audits, policy development, and employment documentation.
- Working knowledge of leave administration and workers’ compensation sufficient to provide oversight and guidance on escalated matters.
- Experience overseeing recruitment, benefits, compensation, and performance management processes.
Preferred Qualifications
- SHRM-CP, SHRM-SCP, PHR, or SPHR certification.
- Experience working in a nonprofit, behavioral health, or social services organization.
- Experience supporting HR compliance for publicly funded programs and contract audits.
Skills and Abilities

- Ability to navigate complex and sensitive employee matters professionally and objectively.
- Proven ability to lead an HR team and manage competing priorities in a fast-paced environment.

Technical Skills
- Proficiency with HRIS platforms, preferably ADP Workforce Now.
- Strong Microsoft Office skills, including Excel, Word, PowerPoint, and Outlook.
- Experience analyzing HR data and preparing management reports.
- Knowledge of benefits administration and compliance-tracking systems.
- Ability to maintain accurate and secure personnel, leave, and investigation records.
Additional Requirements
- Successful completion of a background check, including Live Scan.
- Valid California driver’s license with a clean driving record.
- Must be insurable under Alcott’s automobile insurance policy.
- Ability to travel occasionally to Alcott facilities throughout Los Angeles County.
