Location: On-site at LTSC-managed residential buildings

Compensation: $73,000-$83,000 annually, depending on experience

Hours: Temporary, Full-time, Regular, Exempt

Summary of Duties:

The onsite Property Manager II is a senior exempt role responsible for the full operational, financial, and personnel management of assigned properties. This position performs high-level executive and administrative duties requiring regular exercise of discretion and independent judgment. The Property Manager II operates with minimal direct oversight, manages their own schedule, and is accountable for achieving occupancy, revenue, budget, and resident-satisfaction targets across their portfolio. Because this is an onsite position, the Property Manager II is required to reside at the property in a company-provided apartment and be available to respond to property matters, including emergencies, during evenings, weekends, and holidays.

Property Operations and Administrative Leadership

  • Manage the day-to-day operations of the property in accordance with company policies, procedures, budgets, and applicable laws and regulations.
  • Maintain the property office, records, files, resident documentation, and other administrative materials in an accurate, organized, and professional manner.
  • Maintain regular office hours and provide professional customer service to residents and visitors.
  • Prepare and submit operational, financial, incident, and other reports within established deadlines.
  • Monitor property expenses, review invoices for accuracy and assist with explanations of budget variances.
  • Process purchases, invoices, and other property-related administrative transactions in accordance with established procedures.
  • Promptly report unusual conditions, incidents, resident issues, property concerns, or other matters requiring management’s attention.

Personnel Management

  • Hire, train, coach, and retain onsite staff, including other property managers, assistant managers, leasing agents, and maintenance technicians.
  • Conduct formal performance reviews, document progressive discipline, and make hiring, termination, or transfer recommendations.
  • Build and develop succession pipelines; mentor junior property managers toward promotion.
  • Resolve employee relations matters and escalate legal or compliance issues appropriately.

Rent Collection and Resident Accounts

  • Collect and process monthly rents and other applicable charges in accordance with established procedures.
  • Complete deposits in accordance with procedures and maintain accurate documentation of all transactions.
  • Process rent adjustments and post charges, late fees, work-order charges, and other resident account transactions as authorized.
  • Monitor delinquent accounts and pursue collections in accordance with procedures and applicable laws.
  • Prepare and distribute notices related to rent, lease compliance, and community rules.

Leasing, Occupancy and Resident Eligibility

  • Maintain an active waiting list and contact prospective applicants and referral agencies as directed.
  • Show available apartments and lease vacant units in a timely and professional manner.
  • Assist with applications, eligibility determinations, initial certifications, and move-ins / move-outs.
  • Complete rental agreements and ensure required documentation is properly executed and maintained.
  • Conduct and/or assist with income recertifications and obtain required tenant information.
  • Maintain accurate, complete, confidential, and audit-ready resident files.
  • Maintain compliance with applicable LIHTC, HUD, HOME, HCD, LAHD, Section 8, Fair Housing, and other funding or regulatory requirements, as applicable to the property.
  • Assist with audits, compliance reviews, inspections, and requests for documentation from management, regulatory agencies, or other authorized parties.

Resident Relations and Housing Stability

  • Respond to resident questions, concerns, and requests in a timely manner and document issues appropriately.
  • Enforce lease provisions, community rules, and property procedures fairly and consistently.
  • Issue notices of lease or rule violations in accordance with procedures and applicable law.
  • Refer residents to social service agencies or other community resources when assistance is needed.
  • Meet regularly with resident services staff, case managers, or other service providers, as applicable, to address resident concerns and promote housing stability. Escalate matters that require management intervention.
  • Assist supervisory staff and legal counsel with unlawful detainer, eviction, or other legal proceedings.
  • Prepare and maintain documentation supporting lease enforcement actions and recommendations.

Property Maintenance and Physical Oversight

  • Conduct regular, including daily as appropriate, inspections of the property, buildings, grounds, common areas, vacant units, and community spaces.
  • Maintain a clean, safe, attractive, and well-maintained environment throughout the property.
  • Oversee the preparation of vacant units and ensure they are made ready for occupancy in a timely manner.
  • Coordinate and follow up on maintenance requests and ensure work orders are properly generated, tracked, completed, and closed.
  • Communicate with security personnel and assist with addressing security concerns when appropriate.
  • Document and report incidents involving injury, property damage, security concerns, or other unusual events.

Contribute to the day-to-day operations of the Property Management Department and LTSC as a whole

  • Support activities to advance the mission of LTSC to create positive change for people and places.
  • Participate in meetings, training programs, and other professional development activities as required.
  • Assist with other properties or operational functions when reasonably requested.

Qualifications, Experience, and

Skills

  • High school diploma or GED required; some college or relevant education preferred.
  • Minimum of 3 years of progressive property management experience, with at least 2 years in a supervisory or multi-site capacity.
  • Proven leadership experience managing a team of on-site property staff, with a focus on training, performance evaluations, and workflow delegation.
  • Experience with affordable housing programs such as LIHTC, HCD, LAHD, and/or Section 8 preferred.
  • Experience working with formerly unhoused individuals or residents with special needs preferred for supportive housing positions.
  • Strong administrative, organizational, recordkeeping, and time-management skills.
  • Excellent written and verbal communication skills.
  • Strong customer service and interpersonal skills.
  • Mathematical and analytical skills, including the ability to review resident-account information.
  • Proficiency with Microsoft Word and Excel; experience with property management software is a plus.
  • Ability to maintain confidentiality and exercise sound judgment.
  • Ability to work independently while collaborating effectively with supervisors, coworkers, residents, vendors, and service providers.
  • Bilingual skills are a plus.
  • Valid California driver's license, automobile insurance, and an acceptable driving record may be required.
  • Proof of eligibility to work in the United States.

Physical and Working Conditions

This position requires regular onsite activity in addition to office-based administrative work. Duties may include:

  • Walking the property and conducting daily inspections.
  • Working outdoors and being exposed to varying weather conditions.
  • Lifting, pushing, or pulling items weighing up to approximately 25 pounds.
  • Responding to maintenance, safety, security, and resident matters throughout the property.

Residency and Other Requirements

  • Onsite residency is required. The Onsite Property Manager must reside in the apartment provided at the property and remain reasonably available to respond to emergencies during evenings, weekends, and holidays.
  • Travel to LTSC’s main office, the bank, other properties, trainings, and/or meetings may be required.
  • Must perform other reasonable duties as assigned by management.

Equivalent education or experience can be substituted for all minimum qualifications, except when legal requirements, such as a license/certification/registration, are required.
