Position Overview
Infinity Systems Engineering (Infinity) is hiring a Site Manager for GEODSS Detachment 2. GEODSS Detachment 2 operates three one-meter telescopes with low-light-level electro-optical cameras at Diego Garcia, British Indian Ocean Territory (BIOT), detecting, tracking, identifying, and reporting man-made objects in Earth orbit in support of United States Space Command and theater warfighter requirements. Mission operations run between civil sunset and sunrise, and the site operates 24 hours a day, seven days a week.
You are the contractor representative at Det 2, with authority to make day-to-day site program management and performance decisions, and the primary interface to the site Contracting Officer Representative. This is a designated key personnel position.This position is contingent upon award.
Primary Responsibilities
- Serve as the contractor’s decision authority at Det 2 for day-to-day site program management and performance, and as the primary interface to the site COR and host installation counterparts
- Lead the full site workforce — operations crews, system administrators, maintenance and electronics technicians, facilities, and supply — across a 24/7 shift operation
- Administer the collective bargaining agreement day to day: shift assignment and scheduling, overtime distribution and the overtime tracking spreadsheet, seniority-based shift preference, job posting, grievance handling at the site level, and PTO scheduling
- Drive site performance against measured objectives — monthly tasking completion for SOI, maneuver, Category I, and cislunar; sensor availability of no less than 99%; zero security and COMSEC violations
- Own site safety and security, including physical security indoctrination and annual refresher training, escort control, and immediate reporting of violations
- Report incidents, accidents, threats, events, and natural disasters affecting performance to the COR, Government PM, and CO within one calendar day
- Maintain and implement the site contingency plan and ensure all site personnel are briefed on it
- Create, update, and maintain GEODSS Operating Instructions for the site
- Present operations, maintenance, inspection, exercise, visit, and training status at the bi-weekly Multi-Functional Team meetings
- Support Government-directed exercises and inspections and serve as or designate the Trusted Agent when requested
- Coordinate with the local Base Operations Support contractors and host agencies on real property matters and Individual Job Order execution
Minimum Qualifications
- Bachelor’s degree or an equivalent combination of education and experience in Technical or Business, plus a minimum of 8 years of relevant experience including 4 years supervising a technical or operational workforce
- Demonstrated experience managing a 24/7 shift operation with measured performance requirements
- Direct experience supervising employees covered by a collective bargaining agreement, including scheduling, overtime administration, and grievance handling
- Experience as the on-site contractor representative to a Government customer
- Ability to live within commuting distance of a remote range site and to report on site within two hours of notification
- Ability to complete and maintain all required site access, physical security, anti-terrorism Level 1, OPSEC, cyber awareness, and host installation training
Preferred Qualifications
- Prior GEODSS or Space Surveillance Network site experience
- Background in space domain awareness, space operations, or sensor site operations
- Prior experience at Diego Garcia, BIOT, or other remote OCONUS location
- Experience leading a site through a contract transition or phase-in
Clearance Requirement
- Active Top Secret clearance with SCI access
