Job Description
Incumbent receives general direction from an Accountant Manager 1 and shares responsibility for the following accounting functions:
- Agency Contribution Reporting
- Benefit Accounting
- Rehired Retiree Processing
- Disability Excess Earnings Processing
- Financial Reporting
Must have knowledge of:
- Generally accepted accounting principles (GAAP) including pension accounting and financial reporting requirements of Governmental Accounting Standards Board (GASB) and Financial Accounting Standard Board (FASB)
- Civil Service rules and regulations
- Internal Revenue Code and regulations
- Federal Automated Clearing House (ACH) rules and regulations concerning electronic transfers (EFTs)
- Social Security Administration
- Federal and State payroll rules and regulations
- Fair Labor Standards Act as it relates to all types of employees
- Louisiana Revised Statutes
- Budget rules and regulations
- State purchasing rules and regulations, travel guidelines and bid requirements
- LASERS internal policies and procedures
- Integrated accounting and computer systems

ESSENTIAL DUTIES AND RESPONSIBILITIES
50% BENEFIT ACCOUNTING
Process retiree payroll which includes:
- Process Federal income tax withholdings as requested by the retirees on IRS Form W4P. Correspondence with the retiree may be necessary in order to accurately process the withholding request.
- Process electronic direct deposit (EFTs) applications which could include corresponding with retiree and/or financial institution to ensure proper set up.
- Processing setup/maintenance of vendor organizations
Initiate collection for overpayments of benefits which includes:
- Acting as a liaison to financial institutions for the recovery/repayment of all electronic payments (EFTs).
- Process Stop Payments for benefits not due which were issued on paper checks.
- Establishing Accounts Receivable when unable to recover funds for payments that were not due.
30% REHIRED RETIREE AND DISABILITY EXCESS EARNINGS PROCESSING
Process rehired retirees and disability excess earnings which include:
- Communicating with agencies and members to verify member data and earnings.
- Analyzing member earnings and invoicing for overpayments.
- Drafting of Administrative Error Letters for Executive approval.
15% FINANCIAL REPORTING
- Assists with the external audit and preparation of year-end financial reports which include LASERS actuarial valuation, Annual Comprehensive Financial Report (ACFR), Summary Annual Report (PAFR), Employer Pension Report, and Retirement Systems Building Partnership financial statements.
- Prepares accounting work papers.
- Prepares required analytics, investigates questionable data, and recommends corrective action (if necessary).
- Prepares journal entries
- Reconcile all vendor and general ledger accounts associated with agency contributions and retiree payroll.
- Organize and file monthly reports as needed.
- Create and/or update section procedures.
5% OTHER DUTIES
Other duties as assigned.
QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
- Three years of experience in accounting, auditing, financial operations, payroll, or banking; OR
- Six years of full-time experience in any field plus twenty-four semester hours in accounting; OR
- A bachelor’s degree with twenty-four semester hours in accounting; OR
- A bachelor’s degree in accounting, finance, business administration, management, economics, or statistics; OR
- An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics; OR
- Possession of a Certified Public Accountant (CPA) license.

Pay: $44,990.00 - $96,533.00 per year
