Since 1993, The Pathfinder Network (TPN) has been providing justice-system impacted individuals and their families the tools and support they need to be safe and thrive in our communities. We serve individuals experiencing incarceration, those reentering the community, those on forms of community supervision, their families, and their children, within 9 of Oregon’s 11 corrections facilities and in the community in Multnomah, Jackson, Marion, and Clackamas Counties. We develop and deliver a comprehensive scope of evidence-based, trauma-, gender- and culturally-responsive cognitive behavioral-based programs, including our proprietary, evidence-based curriculum Parenting Inside Out, which is the highest-rated parenting skills curriculum for parents involved with the criminal justice system. Our community programs feature holistic wraparound individual and group support and services. We serve an average of 3,000 people a year agency-wide.

WHAT YOU WILL BE COUNTED ON TO DO

The Corrections Programs Manager will manage the coordination and administration of all aspects of the Pathfinders Cognitive Behavioral and Parenting Inside Out programming, within their assigned Oregon Department of Corrections (ODOC) institution. This role will include planning, organizing, leading, supporting and managing of the programs. You will ensure contract, Oregon Administrative Rule, and Correctional Program Checklist compliance, as well as promote program delivery and fidelity using evidence-based practices.

You will support the mission of The Pathfinder Network and the Oregon Department of Corrections (ODOC), and act as a liaison between Pathfinder staff, Department of Corrections (DOC) staff, community partners, and the agency management team. You are responsible for ensuring The Pathfinder Network programs are fully supported to consistently deliver high quality intervention services across corrections settings. This role will work collaboratively with the agency Directors, Training and Development Manager, Program Managers and Operations team.

Your time management skills, excellent communication, ability to work well under high-stress emotional experiences, high level of empathy, and ability to keep strong boundaries will enable you to excel in this position.

Responsibilities

• Manage and support class facilitators/coaches.
• Monitor staff schedules, process personnel documentation and assist with hiring of program staff.
• Support and adhere to functional unit security and daily operation practices, procedures and policies.
• Report regularly to supervisor and collaborate to ensure program fidelity, effectiveness and sustainability.
• Collaboratively work with institution staff to create classes, coordinate and schedule classrooms, times and locations, and plan and carry out graduations.
• Communicate with institution staff about program placement and participation.
• Assess clients’ progress and implement appropriate interventions as needed and complete supporting documentation. Collaborate with appropriate staff around clients’ behavior and progress.
• Collaborate with DOC and other agencies to maintain interagency communication and cooperation and to ensure successful delivery of programs.
• Proficiently navigate ODOC information and data systems.
• Complete and process documentation, paperwork and reports as required by ODOC and Pathfinders.
• Facilitate agency curricula and programming when necessary.
• Engage in ongoing training, coaching and support provided and participate in program fidelity efforts. Communicate and work with Pathfinders Training Department to support professional development of staff and ensure program fidelity.
• Schedule and facilitate regular staff meetings and foster a team environment.
• Lead and assist with program evaluations (Correctional Program Checklist) and serve as a leader in efforts to continuously improve, assess and advance the program.
• Maintain confidentiality within the rules and regulations of Pathfinders and ODOC: with the exception of any information received, that would affect the safety and security of staff, clients, partnering agencies and self.
• Ensure integrity and professional standards of conduct as outlined in The Pathfinder Network handbook and ODOC Code of Conduct.
• Maintain professional standards and boundaries of staff and self. Demonstrate ability to relate to and interact with adults in custody while maintaining appropriate professional boundaries.
• Actively engage and support a team environment.
• Other duties as assigned.

Participation in Shared Leadership (5% of your time)

• Be a champion in the shaping and sustaining of a diverse, equitable, inclusive and just workplace, with a focus towards creating racial equity.
• Participate on cross-departmental teams or committees regarding organizational policies, processes and work environment
• Participate in Temporary Teams, Equity Team, Employee Resource Groups, and other teams
• Contribute individualized skills, knowledge, experience and expertise to help the agency reach its mission

This position supervises facilitators at the designated institutions, and is responsible for supporting the agency in performance management and hiring of the employees within that department.

Requirements

Experience and skills we are interested in:

• Equivalent to an Associate’s degree in a related field
• Two or more years of related experience
• Experience supervising staff
• Intermediate level computer capabilities in use of databases, web-based environments, word processing, email, and spreadsheets
• Non-profit experience and/or experience with the criminal justice system
• Must be at least 21 years of age to gain access to Correctional Facilities. As a requirement of TPN's contract with the Oregon Department of Corrections, all TPN employees who work inside DOC are required to meet DOC criteria for institution access. The following charges disqualify individuals from institution access: Misdemeanor conviction within the past 3 years or any felony conviction.
• Must possess a valid driver’s license and have access to a motor vehicle during work hours that is covered by adequate car insurance.
• Must pass a Motor Vehicle Report (MVR) check that meets the organization’s underwriting criteria
• Must pass a background check, employment verification, and drug screen (which does not include testing for marijuana).

Working Conditions/Travel Requirements

The Pathfinder Network follows public health guidance for any public health emergencies and will remain in compliance with any vaccination or isolation requirements from partner agencies.

You will be working in a secured detention or correctional setting. You are responsible for adhering to all of the rules and protocols of the assigned correctional institution or facility. You will routinely use standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines. This job requires long periods of standing while facilitating groups. Substantial walking is possible as many correctional campuses are large.

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to use hands to finger, handle or feel; and reach with hands and arms.

Travel will be required between TPN work locations across the State of Oregon, which may require an overnight stay. This position is based in Portland, OR, and oversees correctional institutions in Portland and Wilsonville.

Compensation and Benefits: This is an exempt, full-time position. TPN’s regular workweek is 40 hours. The hiring range for this position is $27.21 - $28.03 per hour, DOE. Pay offers are determined in conjunction with an internal pay equity assessment.
