Overview
The Crime Scene Analyst Trainer establishes, communicates, and instructs standardized principles, practices, and procedures in the documentation, collection, preservation, processing of evidence at crime scenes.
Essential Functions
1 Conducts research and evaluates various scientific materials; develops lesson plans for TCLEOSE courses and presentations for each forensic course of instruction; maintains training records and associated reports to the state; completes special projects as assigned by Section Commander; updates SOP and other manuals as needed and maintains IAI certification for latent print examination.
2 Develops and updates divisional training manuals addressing standard safety procedures, firearm management, crime scene processing, and evidence handling including biohazardous items; instructs on court appearance protocols and giving testimony as expert witness.
3 Instructs analysts in all phases of new and proper techniques for processing crime scene investigations; provides training on search, collection, and preservation of physical evidence at crime scenes, interviewing of officers, victims, and witnesses, and proper techniques for latent fingerprint searches using powder or chemicals; trains in the appropriate use of photography, forensic graphics, diagrams, charts and drawings of crime scenes for court presentations and correct techniques for casts and impressions, swabbing for gun shot residue, and performance of buccal swabbing.
4 Serves as Field Training and Evaluation Program (FTEP) Coordinator; evaluates sworn and non-sworn trainee progress as documented by FTOs and maintains files; develops, updates, and administers quarterly and bi-annual proficiency tests; develops, maintains, and administers evaluation of Crime Scene Response Section (CSRS) visual and memory organization evaluation for crime scene applicants; serves and participates on FTO selection board.
5 Prepares, drafts, and creates related reports and documentation to division commander, as needed, ensuring accuracy and completeness of the training needs of the division and the personnel; maintains division training records on all employees to ensure training is current.
6 Keeps all equipment in working order and responds to requests for crime scene processing when needed; manages and oversees the Crime lab ensuring compliance with policies and ordering of supplies and equipment.
7 Maintains proficiency in web administration; creates, updates, and edits pages on official DPD website; researches and determines new or updated methods and information related to crime scene analysis and investigation.
8 Performs any and all other work as needed or assigned.
Knowledge and Skills
1 In-depth knowledge of techniques associated with collecting crime evidence and preservation of physical evidence.
2 Comprehensive knowledge of principles, practices, and procedures in the identification and/or crime scene functions.
3 Knowledge of safety regulations applicable to the handling of body fluids and hazardous materials; photographic; fingerprint classification(s), coding techniques and related equipment.
4 Knowledge of developing/drawing effective visual presentations of data from narrative descriptions, field measurements, etc.
5 Knowledge of all phases of latent fingerprint identification and photographic documentation
6 Ability to deliver expert court testimony;
7 Ability to prepare comprehensive crime reports, charts, diagrams, and graphics.
8 Ability to teach the entry and operation of a variety of equipment to others including but not limited to cameras, laser print finder, personal computer, and two-way radio.
9 Communicating effectively verbally and in writing.
10 Establishing and maintaining effective working relationships.
MINIMUM QUALIFICATIONS
EDUCATION:
- Bachelor's degree in a forensic science, criminalistics, chemistry, biochemistry, biology, physical science or social science field.
EXPERIENCE:
- Four (4) years of experience in specialized training in crime scene investigation and analysis involving all of the following:
- Evidence collection/preservation
- Interviewing and record keeping/documentation
EQUIVALENCIES:
- High school diploma/GED plus eight (8) years of the required experience will meet the education and experience requirements.
- An associate degree in any field plus six (6) years of the required experience will meet the education and experience requirements.
- A bachelor's degree or higher in a non-specified field plus six (6) years of the required experience will meet the education and experience requirements.
- A master's degree or higher in a specified field plus two (2) years of the required experience will meet the education and experience requirements.
- Three (3) years as a Certified Peace Officer and two (2) years of the required experience will meet the education and experience requirements.
LICENSES:
- Valid driver's license with good driving record.
- Must have or be able to obtain within twelve (12) months of hire the Level 1 certification from the International Association for Identification (I.A.I.)
OTHER REQUIREMENTS
- No FELONY or class A misdemeanor convictions.
- Availability for varying shifts, nights/weekends/holidays.
- Subject to twenty-four/seven (24/7) call-out.
- Working conditions include exposure to bio-hazardous material(s), inclement weather and confined spaces.
Salary Range
$60,564.09 - $73,523.75
The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
