We are seeking a candidate from either Jackson or Josephine counties within Oregon.
ROLE OUTLINE
The Data and Quality Analyst plays a vital role in ensuring high-quality, automated performance data that supports internal staff across all programs. The Analyst will also contribute to the maintenance of RWP’s emerging data lake and help shape the future of data-driven decision-making in the public workforce system. The Analyst will work alongside experienced leaders in data and workforce development while growing your technical skills in a mission-driven environment.
RESPONSIBILITIES
DATA INFRASTRUCTURE AND SYSTEM SUPPORT
- Assist in the ongoing development and technical maintenance of RWP’s centralized data system.
- Support the design and upkeep of Power BI dashboards for internal performance and financial tracking.
- Collaborate on API integrations (e.g., ONET, Smartsheet) to automate labor market and program data visualizations.
- Document data flows and backend logic to support system transparency and maintainability.
AUTOMATED REPORTING AND QA
- Build and implement quality assurance checks for providersubmitted data.
- Generate automated performance and compliance reports for use by internal program staff.
- Monitor data quality and conduct root cause analysis on anomalies or discrepancies.
- Advise leadership on QA status and anticipate projected improvements
TECHNICAL ASSISTANCE AND INTERNAL COLLABORATION
- Provide technical support and informal training to internal staff and service providers on dashboards, tools, and processes.
- Contribute to process improvement efforts for data collection, visualization, and documentation.
- Assist with the procurement or evaluation of new data tools as needed.
- Project lead for new software implementations
- Generate custom data sets for internal and external reporting purposes
EXPERIENCE AND TRAINING
- Bachelor’s degree in data science, Information Systems, Public Policy, Economics, Computer Science, or a related field required.
- Master’s degree in progress or recently completed preferred (but not required).
- Demonstrated experience with Power BI, including dashboard creation and data modeling (coursework, internships, or projects accepted).
- Familiarity with APIs, data pipelines, or QA workflows strongly preferred.
- Experience in clearly and documenting technical systems for internal audiences.
- Strong interest in public sector innovation, workforce systems, or social impact work.
KNOWLEDGE AND PROFICIENCY
- Data collection and analysis for managing performance and generating business reports, metrics, etc.
- Knowledge of public employment, educational programs, or related community resources.
- Work with large data sets with an emphasis on confidentiality and quality improvement.
- Ability to evaluate and assess new and existing systems, processes, and applications.
- Excellent written and oral communication skills.
- Communication and Webbased platforms.
- Proficiency in using technology such as online meeting platforms and Microsoft Office programs, with the ability to troubleshoot basic technical issues on a personal computer.
PHYSICAL DEMANDS OF THE JOB
Often work at a desk or in meetings for long periods. They should be comfortable sitting at a computer, attending meetings, and standing when necessary. Must have the ability to use computers and other technology devices for various tasks.
WORK ENVIRONMENT
Work is generally performed in an office or home office environment. This position will be hybrid. Responsibilities may require work outside of traditional work hours.
DRIVING
This position requires the ability to travel, both within and outside of the service area. Must have a valid Oregon driver's license and an acceptable driving record.
COMPENSATION
Commensurate with experience, skills, and performance. ($60K - $70K annual salary)

LOCATION
The Rogue Workforce Partnership serves Jackson and Josephine Counties as a region. The position will be a hybrid of in-person and remote work and may travel within the region as needed.
