POSITION TITLE: Director of Finance
REPORTS TO: Executive Director
JOB SUMMARY: This position is responsible for the oversight and administration of the fiscal department and all related internal and external processes and procedures to ensure financial compliance, as well as strategic planning for the express purpose of evaluation leading to the development and coordination of an overall agency strategy of maximum financial stability, planned growth and expansion.
DUTIES AND RESPONSIBILITIES:
1. Assumes direct responsibility for the research, development, maintenance, preparation and reporting of a comprehensive knowledge base of the internal and external financial processes and procedures required for the smooth operation of the agency fiscal department.
2. Utilizes the comprehensive knowledge base (developed in # 1) as a basis for the monitoring and review of the fiscal program and Agency operation systems and procedures for the purpose of recommending actions that may enhance performance. Drafts fiscal program policy based on the Comprehensive Knowledge Base for presentation to and the approval of the Executive Director.
3. Prepared specific financial reports and related documents as assigned or develop with need.
4. Keeps and directs keeping of all budgetary accounts and records including supervision and direction of the preparation and maintenance of agency documents in performance of all accounting and administrative functions. In addition, supervises the fiscal department personnel and the fiscal information management systems.
5. Provides interpretation and consultation to the Executive Director and other management personnel in regard to calculating budgets and determining expenses.
6. Assists the Executive Director in the development, presentation and justification of program and Agency budgets. Assists the agency and programs with purchasing processes.
7. Maintains and produces cost pool reporting.
8. Attends workshops, conferences, and meetings as needed for the continued development of the Agency and its programs.
9. Designs and implements changes in the agency financial system
10. Extraction and reporting with Agency’s Governing Board and auditors and all State, Federal, Public and Private Agencies.

EXPERIENCE AND EDUCATION: Four-year college degree in accounting with a Certified Public Accountant and/or MBA in related field preferred. Five years of accounting and/or auditing experience with three years or more of governmental auditing or accounting experience. Must have the proven ability to apply and interpret State and Federal Regulations and the ability to supervise and delegate work. Must have a proven record of personal accomplishment, be detail and results oriented, possess the ability to assimilate and utilize copious amounts of varied programmatic information, have the ability to manage time wisely while working unsupervised, meet various unrelated deadlines, and deal well with others while maintaining respect and firm personal discipline.
